070253\14264881v7 <br /> <br /> <br /> <br /> <br /> <br />8 <br /> <br />ATTACHMENT 1 <br /> <br />EAST PLEASANTON SPECIFIC PLAN & STEELWAVE SITE PLANNING HISTORY <br /> <br /> 1996: The City’s 1996 General Plan called for development of the EPSP. <br /> <br /> 1998-99: Although the City initiated the EPSP process in 1998, it stopped work on the <br />plan in 1999.16 <br /> <br /> 2009: The City again committed to the EPSP planning process in 2009 with adoption of <br />its current General Plan, which calls for an East Pleasanton Specific Plan “in order to <br />evaluate land use options and to provide detailed planning guidance in an area <br />undergoing land-use transition.”17 <br /> <br /> 2011: The City delayed work on the EPSP to complete its Housing Element Update. <br />Land within the EPSP was specifically excluded from the Update process so it could be <br />addressed separately through the EPSP Planning Process. <br /> <br /> 2012: The City established an 18-member EPSP Task Force in June of 2012. From August <br />2012 through March of 2015, the Task Force met regularly to develop a draft EPSP and <br />Environmental Impact Report (EIR) reflective of the community’s priorities and values, <br />and established the vision the community had for the future of East Pleasanton. <br /> <br /> December 2014: The City Council voted to accept the final Draft EPSP and circulate the <br />Draft EIR for public review. <br /> <br /> June 2015: The City Council adopted resolution No. 15-766, directing staff and the <br />EPSP Task Force to stop work on the EPSP, and determining that future consideration <br />of whether to reinitiate the EPSP process would occur as part of the City Council’s <br />priority setting process. <br /> <br /> March 2017: The City Council voted against prioritizing the EPSP process. <br /> <br /> June 2017/2018: Steelwave submitted a set of applications to develop a combination to <br />industrial and residential uses on the Steelwave Site. <br /> <br /> November 2018: The City encouraged Steelwave to suspend its industrial & residential <br /> <br />16 Pleasanton General Plan 2005-2025 Land Use Element, p. 2-14. <br />17 Id.; see also id. at p. 2-30 (“Program 6.1: Prepare a Specific Plan for East Pleasanton as a coordinated effort <br />between property owners, major stakeholders, and the Pleasanton community, including residents of East <br />Pleasanton.”)
