January 17, 2022 <br />Re: City Council Meeting, January 18, 2022 <br />Agenda Item 12: Housing Element Update - Review and approve potential <br />sites to be considered for future rezoning for residential development and <br />inclusion in the environmental analysis as part of the Sites Inventory for the <br />2023-2031 (6th Cycle) Housing Element Update <br />Council Members, <br />We’re writing today to ask you to remove Tri-Valley Inn from consideration in <br />the current 2023-2031 Housing Element proposal. <br />(1) Including the Tri-Valley Inn site doesn’t meaningfully contribute to the <br />RHNA quota (even considering the 50% buffer) <br />(2) Like other preliminary sites that have been removed from the list, or <br />designated low-density, Tri Valley Inn directly abuts single-family <br />residential properties <br />Tri-Valley Inn doesn’t meaningfully contribute to the RHNA Quota <br />As outlined in the City Council Agenda Report for this matter, within the <br />current proposal there is considerable flexibility, with a surplus of over 1500 <br />units (even when accounting for the 50 % buffer) to adjust the overall sites list <br />at this stage - i.e., eliminate sites from consideration; and/or adjust <br />density/capacity assumptions downward. <br />The current proposal for the Tri-Valley Inn site is 50 units. Removing all, or <br />some portion, of that 50 units still allows this Housing Element to meet its goal <br />of a total capacity inventory while still maintaining a 50% buffer over the RHNA <br />required units.
