Councilmember Balch expressed support for item 10 and noted he is happy to support the adoption of <br /> the Memorandum of Understanding (MOU) for AFSCME Local 955. He expressed concern that item 13 <br /> is duplicative with existing state law. He a strongly believes that gun owners have a duty and a burden <br /> to the community to exercise responsible gun ownership including safely securing firearms. He noted it <br /> is critical to keep guns away from children and adults who should be prohibited from possessing a <br /> firearm. He noted if a gun is stolen, residents should report it immediately. <br /> Councilmember Testa expressed support for approving the ordinance. She advised it sends an <br /> important message and tightens the law and noted unsecured guns pose a significant health and safety <br /> risk to residents. <br /> Councilmember Narum is pleased to support the MOU between the City and AFSCME Local 955 for a <br /> new three-year contract. She believes the timing is great given the recent review of the community <br /> satisfaction survey that gave high praise to the ongoing dedication of City staff throughout the <br /> pandemic and in many cases far better than other cities. <br /> Councilmember Arkin explained the purpose of the gun storage ordinance is to bridge the gap in state <br /> law and to define what safe storage means in Pleasanton. <br /> Mayor Brown expressed support for the MOU between the City and AFSCME Local 955 and thanked <br /> them for negotiating in good faith. She noted it is fair to all parties and looks forward to the continued <br /> good relationship moving forward. She reported the state law does not apply to gun owners who do not <br /> have children. She explained the hazard can occur with visiting children. She advised residents can <br /> obtain a free gun trigger lock through PPD or purchase a container for safe and secure gun storage. <br /> She expressed support for the ordinance. <br /> City Council <br /> 1.
