November 16, 2021 <br />Ms. Ellen Clark <br />Director of Community Development <br />City of Pleasanton <br />123 Main Street <br />Pleasanton, Ca 94566 <br />RE: P21-0751, 2023-2031 (6t' Cycle) Housing Element Update <br />Dear Ellen, <br />SteelWave submits this letter to reiterate its desire for the USL Pleasanton Lakes L.P. parcels (the USL <br />Parcels) to be included in the City of Pleasanton's (City) 6th Cycle Housing Element Update (HE Update). <br />To prepare the City's preliminary list of housing development sites for inclusion in the HE Update, City <br />Planning Staff conducted extensive outreach efforts with property owners in the area, asking owners <br />to submit a Statement of Interest requesting inclusion of their sites in the HE Update. As you are <br />aware, Planning Staff did not include SteelWave in those outreach efforts. After we discovered <br />SteelWave's exclusion from the HE Update site selection process, we immediately submitted a <br />Statement of Interest. However, because we did not learn of the City's site selection process until <br />several weeks after the City's deadline for Statement of Interest submission, our late submission did <br />not allow City Planning Staff adequate time to evaluate the submittal in necessary detail. For that <br />reason, and recognizing the Planning Commission's interest in the USL Parcels, I have prepared this <br />letter to assist Staff's further consideration of the USL Parcels for inclusion in the HE Update. <br />Below, we comment on City Planning Staff's scoring of the USL Parcels under several of the City's site <br />selection criteria and highlight several benefits of developing the USL Parcels for residential uses. We <br />maintain our commitment to the City of Pleasanton and continue to believe our site is an ideal location <br />to provide residential housing for both the current and future residents of Pleasanton. <br />Scoring of the USL Parcels under the City's Approved Site Selection Criteria <br />1a) Sites intended to accommodate housing at density of 30 DUA or more. The site, or portion of the <br />site to be rezoned, is larger than 0.5 acres in size, and less than 10 acres in size. USL proposes an 8 <br />acre of site within the City of Pleasanton to be rezoned to 30 DUA. <br />Recommended Score: 1 <br />1c) The site is an infill site. Now that the former use has been closed, the USL Parcels proposed for <br />development consist largely of flat, unimproved and underutilized land with no significant biological <br />resources.
