SUMMARY OF REQUESTED CITY COUNCIL INPUT <br />The City Council's direction is requested on the following <br />• Concurrence with staff and Planning Commission's inclusion of a 50 percent initial <br />buffer of sites capacity, for the purposes of providing flexibility and a somewhat more <br />conservative basis for CEQA review; and with the understanding that the Council <br />retains flexibility to adopt a sites inventory closer to the actual RHNA "gap." <br />• Whether the density ranges are appropriate as proposed and recommended by the <br />Planning Commission, or whether any additional adjustments should be made. <br />• The list of sites to be forwarded into the CEQA review and next phase of the sites <br />selection process, as recommended by the Planning Commission or with additional <br />modifications. <br />NEXT STEPS <br />Following this meeting, once the initial sites inventory list has been identified, staff and the <br />professional services team will prepare a comprehensive project description for the Notice <br />of Preparation (NOP) for the Environmental Impact Report (EIR) in accordance with <br />CEQA Guidelines; the NOP will be followed by an initial scoping meeting anticipated to <br />occur in March 2022 with the Planning Commission. Work will continue in tandem to <br />complete the drafting of remaining sections of the Housing Element, including <br />recommendations from the Planning Commission, followed by direction from the City <br />Council, on a series of policy topics for potential inclusion in the Housing Element's <br />updated policies and programs — staff anticipates these topics will be brought to the <br />Planning Commission and Housing Commission in February, and to the City Council in <br />March. <br />PUBLIC NOTICE <br />Notice of this item was published in The Valley Times and courtesy notices were mailed <br />to all property owners of sites under consideration. This item was also identified in the <br />Pleasanton Weekly's "Agenda Highlights" for upcoming public meetings, and an email <br />notification was sent to all interested parties who have signed up on the Housing Element <br />website: pleasantonhousinaelement.com. Staff received 22 emails related to the Housing <br />Element between the last Planning Commission hearings on November 10 and <br />December 15 which are included in Attachment 6a, the majority in opposition to including <br />Valley Plaza and Mission Plaza in the sites inventory. Staff received an additional three <br />emails related to the Housing Element since the December 15 Planning Commission <br />included in Attachment 6b for reference. <br />CONCLUSION <br />Staff is recommending that the City Council review and approve potential sites to be <br />considered for future rezoning to allow residential development and for inclusion in the <br />17 of 18 <br />
