these non-profits were to fail there would be a deep impact on our community. As such,
a funding opportunity for a community benefit organization that does not provide direct
delivery of services to Pleasanton residents but does support and expand the provision
of services may be impactful in strengthening the existing safety net infrastructure.
The City Council requested that one-time funding options be presented for
consideration. Staff has developed three options for how community benefit
organizations could participate in the City's grants process.
Option 1. Opportunity Grant
The Opportunity Grant would provide one-time funding for community benefit
organizations. This program would be established for FY 2022/2023 and provide an
allocation of up to $50,000 from the General Fund. Staff recommends the minimum
grant request be set at $25,000 and the maximum request be set at $50,000 as this
would allow the commission and Council flexibility to consider recommending funding
for up to two grants. The recommended minimum request amount is intended to ensure
that sufficient funding is allocated to make a significant impact.
The Opportunity Grant criteria addresses five areas: need, benefit, capacity building,
collaboration, and funding. All grant applicants would address the following questions:
• What need does the organization seek to meet and how it is meeting this need
within the Pleasanton community?
• Who will benefit from the organization and how will the organization enhance the
quality of life in Pleasanton?
• How does the organization build capacity within its own organization and how
does it work collaboratively with other non-profits to build capacity within the
Pleasanton community and the Tri-Valley region?
• Why is the City funding critical to carrying out the organization's mission and
what private and/or community financial support has it received to further its
mission?
The Opportunity Grant application would be made available on January 24, 2022, on
the City's website and distributed via email to previous Housing and Human Services
grantees and to the Tri-Valley NonProfit Alliance to distribute to its membership. The
application along with required documentation would be submitted via email to Human
Services Manager Jay Ingram by February 25, 2022. Applications would then be
reviewed by the Human Services Commission at its regular meeting on April 6, 2022.
Applicants would be required to provide a brief presentation and answer questions as
requested by the commission. A recommendation from the Human Services
Commission would be forwarded to the City Council to consider at its May 3, 2022, City
Council meeting.
