He compared the specific <br /> concerns to past surveys, noting the amount paid in local taxes has increased the most while concerns <br /> about traffic and overdevelopment have shrunk the most. <br /> Mr. Bellow reported demographically, the cost of housing (76%), freeway congestion (66%), and lack of <br /> affordable housing (60%) were particularly concerning to Latino residents. He reported issues Over <br /> housing costs were extremely concerning to renters while concerns. over local street traffic were <br /> substantially higher among business owners. He advised those in-.the lower-income brackets and those <br /> under 29 years of age were disproportionately concerned about a lack of affordable housing and jobs. <br /> He noted residents over 65 years of age were more substantially concerned about traffic congestion <br /> and overdevelopment. <br /> Mr. Bellow reported 77% gave either an excellent or good rating to the City providing adequate services <br /> and 74% rated the City's response to the pandemic as either excellent or good. He advised only 45% <br /> gave the City's budget management this level of praise but noted 35% had no opinion on the matter <br /> with only 20% stating it is either fair or poor. He noted this high no opinion=response is common as FM3 <br /> performs these studies with other cities. He reported the budget responses are consistent with past <br /> Pleasanton surveys while the services responses are consistent with the2017 survey but the approval <br /> percentages were much higher in 2013 and 2015. <br /> Mr. Bellow reported concerns over development have lessened over the past four years but noted only <br /> 42% feel the City is doing an excellent or good job with infrastructure planning, down slightly from 50% <br /> in 2017 and substantially from 57% in 2013. He advised 75% are either very or somewhat satisfied with <br /> the quality of the new development, a high percentage consistent with the last three surveys but down <br /> from 87% in 2013. He noted there is a steady trend to have fewer residents being very satisfied as <br /> opposed to somewhat satisfied, but the overall satisfaction level remains-high at 75%. <br /> Mr. Bellow reported specific goals the City can look for when evaluating projects with the highest <br /> response being 87% for ensuring the City's ability to provide police, parks, and good streets are either <br /> extremely or very important, followed by protecting the natural environment at 84%. The lowest level for <br /> extremely or very important by a large margin was the 40% assigned to providing goods and services <br /> not currently available in Pleasanton. He noted compared to the 2017 survey, keeping consistent with <br /> Pleasanton's small-town character grew the most in importance, followed by providing new goods and <br /> services, while the rest are largely unchanged. <br /> A new question asked this year was new programs the City should consider. The highest level of <br /> importance was given to creating a 911 crisis response team to address mental health emergencies, <br /> followed by building the all-abilities playground at Ken Mercer Sports Park. All other items were below <br /> 50% as being extremely or!very important. <br /> Programs residents value the most is ensuring water quality and safety at 94% selecting extremely or <br /> very important. He advised services relating to water, emergencies, sewers,-and parks all scoring at <br /> least 86%. He noted 20 individual City services scored at least 71%.-The lowest "extremely or very <br /> important rating of 50% went to maintaining the Drug Abuse Resistance Education (D.A.R.E.) Program <br /> followed by the 54% mark for supporting neighborhood watch programs. He noted the City is not <br /> providing any•services deemed unimportant, although the perceived level of.importance varies. He <br /> noted most of the results.are relatively unchanged from four years ago. <br /> Mr. Bellow reported results of satisfaction with services, the highest ratings were for the maintenance of <br /> City parks, providing fire protection services, and providing police protection. He reported some Of the <br /> higher rates of residents being either somewhat or very dissatisfied came for managing traffic flow on <br /> citystreets and ensuring water.quality. He cited the rare divergent opinions on water quality, noting <br /> 55% are satisfied and 38% unsatisfied.
