BACKGROUND
The Police Department's patrol fleet consists of 27 patrol units. The pursuit-rated Ford
Utility Interceptor provides safety benefits, comfort, and functionality that is sometimes
limited in other patrol vehicle types. Based on feedback received from police personnel,
the Utility Interceptors are considered the industry standard and the best choice for a
patrol vehicle for Pleasanton.
Three patrol units (units 400, 403, and 406) are scheduled to be replaced this fiscal
year. In addition, two Ford Utility Interceptors (units 434 and 485) were damaged
beyond repair in separate vehicle accidents and are non-operable. Staff has submitted
a claim with Bay Cities Joint Powers Insurance Authority, the City's insurance carrier,
for the replacement of the two damaged units.
DISCUSSION
The automotive industry has been experiencing disruptions and delays due to the global
supply chain issues, particularly the microchip shortage. These shortages have created
challenges for vehicle procurement with longer than normal lead times for production.
Ford is currently accepting orders for the 2022 Ford Utility Interceptor with a 20-22-
week lead time for production.
The replacement criteria for patrol vehicles are four years of use and/or 100,000-mile
warranty expiration or exceedance of maintenance costs thresholds. Below is a table of
the patrol vehicles scheduled to be replaced with the model year, mileage, and
maintenance costs. Due to longer production times, mileage at replacement time will be
higher.
Vehicle# Model Year Vehicle Type Mileage Maintenance
Cost
400 2012 Patrol SUV 52,544 $15,341.16
403 2014 Patrol SUV 50,125 11,896.77
406 2013 Patrol Sedan 37,600 8,755.29
*485 2021 Patrol SUV 5,090
*434 2021 Patrol SUV 2,749
*Vehicle totaled and non-operable
TOTAL MAINTENANCE COST $35,993.22
Below is a table with the cost break down for the vehicle purchase and outfitting costs.
Unit Type Vehicle Outfitting Subtotal Qty Total
Patrol Unit $43,950.64 $17,189.58 $61,140.22 5 $305,701.10
15% Contingency $45,855.16
Grand Total $351,556.26
Staff is seeking approval to purchase five Ford Utility Interceptors from Folsom Lake
Ford and to have the units outfitted by Lehr.
