17 <br />THE CITY OF <br />�L�E�5t4NT�N CITY COUNCIL AGENDA REPORT <br />P <br />December 7, 2021 <br />City Manager <br />TITLE: CONSIDER ADOPTION OF A RESOLUTION EXPRESSING THE CITY OF <br />PLEASANTON'S SUPPORT FOR EXPANDING STATEWIDE ACCESS TO <br />ROOFTOP SOLAR THROUGH A SUCCESSOR NET ENERGY METERING <br />3.0 PROGRAM <br />SUMMARY <br />The California Public Utilities Commission (CPUC) oversees the State's Net Energy <br />Metering (NEM) program. The NEM program was created to incentivize rooftop solar <br />toward meeting the State's clean energy and environmental goals. The CPUC is <br />currently in the rulemaking process to update the current NEM 2.0 program to a new <br />NEM 3.0 program. As broad access to rooftop solar is consistent with key goals and <br />themes in the City's adopted Legislative Framework and draft Climate Action Plan 2.0, a <br />draft resolution that provides input to the CPUC has been prepared for the Council's <br />consideration. <br />RECOMMENDATION <br />Staff recommends adoption of a resolution expressing the City's support for expanding <br />statewide access to rooftop solar through a successor Net Energy Metering 3.0 program <br />and mirroring a resolution adopted by the East Bay Community Energy Authority <br />(EBCE) at a special board meeting on December 3, 2021. Principally, the resolution <br />urges the CPUC to: <br />• Expand access to rooftop solar to all households; <br />• Expand access to other clean technologies that pair with solar, such as battery <br />storage; <br />• Ensure that solar installations continue to grow in order to meet State and City of <br />Pleasanton climate goals; and <br />• Exclude provisions that set high monthly fixed fees and that reduce or eliminate <br />credits for sharing electricity with the power grid. <br />FINANCIAL STATEMENT <br />There is no fiscal impact with adoption of the resolution. <br />
