<br /> NOVEMBER 2021 | 8 <br />Task 4.1 – PFAS Treatment Media Procurement TM <br />Carollo will prepare a TM to define the recommended procurement process that includes topics of <br />procurement (e.g., vendor prequalification, selection criteria, media testing, bid evaluation, appeals); <br />contracting (e.g., installation terms, contract duration, media disposal method); and technical requirements. <br />The procurement process will likely include the following key steps: <br />1. Prepare draft procurement documents. <br />2. Review procurement documents with the City for compliance with City procurement practices and <br />other technical comments. The procurement documents will be finalized based on City comments. <br />3. Issue procurement documents for GAC media suppliers to participate in Phase II RSSCT. <br />4. Evaluate vendor responses to select multiple media (up to six assumed) for testing. <br />5. Conduct RSSCTs and estimate breakthrough/replacement frequency. <br />6. Estimate life-cycle costs based on test results and media pricing provided by the vendor. <br />7. Recommend media(s) for award. <br />Task 4.2 – PFAS Treatment Media Pre-Purchase Contract Documents <br />Carollo will prepare PFAS treatment media pre-purchase contract documents, including all front-end <br />specifications, technical specifications, and supporting drawings, to allow the City to pre-purchase the PFAS <br />treatment media. Based on vendor bids and media testing results, Carollo will determine the lowest life-cycle <br />cost media and make a recommendation for award to the City. <br />Task 4.3 – PFAS Media Testing <br />Carollo will perform RSSCT during the PFAS treatment media procurement to estimate media breakthrough <br />and replacement frequencies using methods consistent with the Basis of Design phase. Carollo will prepare <br />and submit a draft Test Plan for City/California Division of Drinking Water (DDW) review. After incorporating <br />City/DDW comments, the Test Plan will be finalized and be the basis for conducting RSSCT. Sample water for <br />testing will be collected by the City. Carollo will provide sample collection containers and freight services for <br />transporting the samples to the lab. <br />Testing will be performed by Arizona State University. This task includes selecting up to six GAC media for <br />testing with one RSSCT per media for a total of up to six columns. <br />Up to ten PFAS samples will be collected from each column and analyzed by Eurofins Lab per EPA Method 537.1 to <br />characterize breakthrough, which is defined as any PFAS compound (from Method 537.1) exceeding Consumer <br />Confidence Report Detection Levels (General Order DW-2021-001-DDW; Exhibit B). Eurofins Lab is approved by <br />the DDW for this testing. <br />Carollo will analyze and model results to estimate media replacement frequencies and calculate life-cycle <br />costs for each media. <br />Task 4 Deliverables: <br />· Draft and Final TM to summarize the recommended pre‑purchase process for PFAS treatment media. <br />· Draft and Final media testing plan. <br />· Draft and Final PFAS treatment media pre‑purchase contract documents. <br />· Draft and Final TM to summarize GAC RSSCT testing.
