However, in this case, to ensure that the environmental <br /> design considerations are taken into account and that construction activities themselves <br /> don't cause erosion, Dudek will design a robust SWPPP and include it in the project <br /> plans. To include the mitigation in the environmental documentation and project plans <br /> and to prepare the SWPPP, staff recommends City Council approve a second <br /> amendment to the agreement with Dudek in the not-to-exceed amount of $21,865. <br /> When the design and environmental clearance are complete, the project will be <br /> competitively bid for construction. One of the primary reasons staff originally planned on <br /> bidding the design and construction together as one contract is because it is believed <br /> that obtaining the environmental clearances necessary to construct the trail is more <br /> difficult and more expensive than actually constructing the trail. Costs to date, as well as <br /> the estimated cost of construction to come, confirm this belief. Therefore, while there is <br /> only approximately $40,000 remaining of the $130,000 budgeted for the project, and <br /> closing and replanting the "unofficial" trails was not considered in the original budget, no <br /> changes to the project budget are recommended at this time.
