Mr.Matt Gruber
Subject: Augustin Bernal Mountain Bike Trail Additional Services
A Dudek botanist will survey the project site (i.e., construction footprint plus 10-foot buffer)for
special-status plants and other native herbaceous plants (i.e., native bunchgrasses and wildflowers)
to be marked as Environmentally Sensitive Areas (ESAs) during final field fitting of trail improvements
and alignments. The survey will be conducted in March or April 2022 to capture the typical blooming
periods for the four target species: bent-flowered fiddleneck (March to June), Hospital Canyon
larkspur(April to June),fragrant fritillary(February to April), and Diablo helianthella (March to June).
After the survey, the botanist will prepare a brief technical memorandum describing survey methods
and results for submittal to the City. The submittal will also include spatial data for all plant
occurrences and vegetation patches (i.e., polygon features in GIS or CAD compatible file).
Task 9B: Nesting Bird Survey.
A Dudek wildlife biologist will conduct a survey for nesting birds prior to any trail construction
occurring during the bird nesting season (March 1 to August 31). The survey will be conducted no
more than 7 days prior to the start of work and include all suitable nesting habitat (i.e.,trees,shrubs,
ground surfaces, etc.) in the construction footprint as well as adjacent habitat in which nesting pairs
could be disturbed (e.g., visual scan of trees within 250 feet for nesting raptors).
If no nests are found during the survey, Dudek will prepare a brief technical memorandum
summarizing the negative results of the survey and submit to the City. No further work would be
required.
If the biologist identifies an active nest sufficiently close to the work area to be disturbed by
construction, they will prescribe an appropriately sized buffer around the nest(s) in which no work
would occur until the young have fledged or the nest is no longer active, whichever occurs first.
Active nest locations will be flagged in the field and GPS coordinates for each nest will be recorded
using a GPS.The biologist will summarize the results of the survey(including informal map of active
nests) and associated buffer zone(s) in a brief email report to the project management team and
City.
Task 9C: Daily Construction Monitoring.
Dudek will contract with a local biological consulting firm that has extensive experience surveying
and monitoring for Alameda whipsnake (AWS)to conduct daily construction monitoring and
implement species protection measures for this project.Although biologists conducting this work
would have the necessary experience and permits to capture and handle any AWS found during
construction, they would not be able to do so for this project since it would constitute take under
FESA and CESA. In the likely scenario that they would not find any AWS during daily monitoring, their
knowledge of the species and extensive field experience would lend a high degree of confidence that
the project successfully avoided take during construction.
Task 9D: Project Management/Coordination.
A senior Dudek biologist will coordinate all biological fieldwork under this task and serve as liaison
between the field biologists (including subconsultant) and project management team. The biologist
would be available to participate in any standing project meetings during the construction phase on
an as-needed basis (cost assumes 0.5 hour/week during 10-week construction period).
DUDEK 4 November 2021
