corrected, City staff met with the staff at the RWQCB to address their concerns and <br /> provide new information that demonstrated that no diversion of flow had taken place. <br /> While RWQCB staff acknowledged that the City provided the necessary documentation <br /> to disprove their theory about the divided water way, the RWQCB determined that a <br /> hydrology study of the area of Kottinger Creek within Lions Wayside Park would be <br /> necessary to adequately assess proposed changes to the channel. <br /> The consultant completed a preliminary hydrology study and presented the study and <br /> associated plans to the RWQCB in May 2021. The RWQCB indicated that more <br /> information would be required regarding the basis of design for the creek and that a <br /> more detailed hydrology analysis was necessary. <br /> In October 2021, the City entered into a contract with Balance Hydrologics to prepare <br /> preliminary creek design, hydraulic modeling, and a design basis memo for Kottinger <br /> Creek for a detailed discussion with the regulatory agencies at the ACE Interagency <br /> meeting. <br /> In January 2020, a first amendment to the agreement was issued for inclusion of the <br /> land acquisition at 4363 First Street and 4377 First Street.
