BACKGROUND <br /> In 2015, Ponderosa Homes II, Inc. submitted an application to develop 36 single-family <br /> homes on a 9-acre site located within the Valley Trails neighborhood at 6900 Valley <br /> Trails Drive (Sycamore at Valley Trails). The Planning Division encouraged Ponderosa <br /> to meet with the residents of the Valley Trails neighborhood to gain their support. Upon <br /> completing outreach to the community, Ponderosa submitted a revised development <br /> application, which included proposed improvements to Valley Trails Park immediately <br /> adjacent to their development site. Ponderosa's proposal included the construction of a <br /> tot lot and landscape improvements in Valley Trails Park. <br /> During the public outreach process for the development, which included the Parks and <br /> Recreation Commission's review of the proposal on September 8, 2016, it was <br /> determined that the tot lot would be located within the eastern half of the park and <br /> several turf areas would be converted to low-water-use plants. <br /> Cost estimates were prepared for the proposed landscape improvements and tot lot, <br /> totaling $177,800. As part of the final conditions of approval of the proposed single- <br /> family home development, Ponderosa agreed to provide this sum to the City to <br /> implement the landscape improvements and construct the tot lot. <br /> The park improvements were completed as follows: <br /> • July 2018: Staff contacted Ross Recreation Equipment, Inc. (Ross Recreation), <br /> who was selected through a Request for Qualifications (RFQ) process, to design <br /> and construct the tot lot. <br /> • March 2, 2019: A public outreach meeting was held at the proposed site to <br /> review preliminary tot lot plans with the neighborhood. Notifications were sent out <br /> to the entire Valley Trails neighborhood and approximately 20 people attended <br /> the outreach event. Plans were then revised based on the preferred tot lot <br /> location and the comments received during the public outreach process. <br /> • May 19, 2019: Plans and comments were presented to the Parks and Recreation <br /> Commission. The Commission unanimously recommended approval of the <br /> revised location and design. <br /> • June 18, 2019: City Council approved the tot lot design, allocated $177,800 for <br /> the tot lot and landscape improvements into CIP No. 18756 to fund construction, <br /> and approved the purchase order with Ross Recreation to construct the tot lot. <br /> • September 3, 2019: A public outreach meeting was held with the neighborhood <br /> to discuss the proposed landscape improvements within the park. The primary <br /> feedback the City received was to add color to the park. <br /> • October 2019: The design for the proposed landscape improvements began and <br /> construction of the tot lot was completed. <br /> • Early 2020: The landscape design and improvements were put on hold due to <br /> County's Shelter-In-Place Order. <br /> • Late 2020: Landscape design process resumed <br /> • March — April 2021: The landscape improvements were installed by Suarez & <br /> Munoz Construction, Inc. as part of their on-call contract with the City. <br /> Page 2 of 3 <br />
