BACKGROUND <br /> In 2015, Ponderosa submitted an application to develop 36 single-family homes on a 9- <br /> acre site located within the Valley Trails neighborhood at 6900 Valley Trails Drive. The <br /> Planning Division encouraged Ponderosa to meet with the residents of the Valley Trails <br /> neighborhood to gain their support. Upon completing outreach to the community, <br /> Ponderosa submitted a revised development application, which included proposed <br /> improvements to Valley Trails Park immediately adjacent to their development site. <br /> Ponderosa's proposal included the construction of a public restroom within Parcel C of <br /> their subdivision, which adjoins Valley Trails Park. <br /> On May 2, 2017, City Council adopted Resolution No. 17-930, which certified the <br /> environmental document, and Resolution No. 17-931, which approved a General Plan <br /> Amendment for the Ponderosa development. Council also approved Vesting Tentative <br /> Map 8259. <br /> On June 6, 2017, City Council adopted Ordinance No. 2163 to approve Ponderosa's <br /> Planned Unit Development for their property and approved a development agreement <br /> that was subsequently recorded on January 12, 2018. The agreement included <br /> Provision 4.2, "Valley Trails Improvements" which defined Ponderosa's obligations for <br /> the public restroom and associated landscaping improvements on Parcel C. The <br /> Ordinance also included a requirement that Ponderosa make a one-time payment of <br /> $70,000 to the City to cover the initial operation and maintenance cost for the restroom <br /> (based upon an estimate of the cost over five years). <br /> On April 17, 2018, City Council approved the final map for Tract 8259, which included <br /> conveyance of Parcel C to the City for the public restroom, and approved the <br /> improvement plans for the subdivision. <br /> In January 2021, construction of the public restroom and the associated concrete path <br /> and pad to the restroom was completed, with janitorial services and utility billing <br /> transferred to the City. <br /> DISCUSSION <br /> Construction of the public restroom and associated improvements within Valley Trails <br /> Park is complete to the satisfaction of the City Engineer. Funding for operation and <br /> maintenance of the restroom in the amount of$70,000 has been received by the City. It <br /> is recommended that the City Council accept the improvements (public restroom and <br /> associated amenities on Parcel C) as complete. <br /> Page 2 of 3 <br />
