BACKGROUND <br />Funding was budgeted in the Annual Curb and Gutter Replacements for Streets <br />Resurfacing Project, CIP No. 21509, to perform the concrete work required on streets <br />that were programmed for either repaving or slurry sealing in the City's 2021 Street <br />Maintenance Program. While the title of the CIP project suggests it is limited to curb and <br />gutter work, the project as bid actually consisted of removal and replacement of 2,072 <br />linear feet of curb and gutter, removal and replacement of 5,100 square feet of <br />sidewalk, installation of 135 ADA pedestrian ramps (as is required by law if resurfacing <br />a street), and removal and replacement/modification of 45 ADA pedestrian ramps <br />significantly out of compliance with current standards (as is also required by law before <br />resurfacing). <br />The project was designed in-house and advertised for competitive bid, with bids due on <br />March 13, 2021. As recommended by staff, City Council awarded a contract in the <br />amount of $813,816 to the low bidder, JJR Construction, Inc., on April 20, 2021. As <br />also recommended by staff when the award was made, Council authorized the Director <br />of Engineering to approve change orders up to the project contingency amount of <br />$81,545 for additional work deemed necessary during construction. JJR Construction, <br />Inc. began work in May 2021. The work is now complete to the satisfaction of the <br />Director of Engineering. It is recommended that the City Council accept the public <br />improvements as complete. <br />DISCUSSION <br />Budget <br />Five change orders for a total of $65,677 were issued during the construction of the <br />project. The work added to the project by change order included: <br />o Several lengths of curb and gutter work were added to the project after additional <br />field survey work. During construction, the layout revealed that storm drainage <br />could be improved and/or required more curb and gutter than originally <br />estimated. <br />o Additional curb and gutter work on Parkside Drive was included to accommodate <br />a striping change requested by the Traffic Engineering Division to improve the <br />bicycle lanes. <br />o The limits of street resurfacing work on Arthur Drive were expanded to reduce <br />the roadway cross slope identified during the resurfacing project's design. This <br />required additional curb and gutter replacement, as well sidewalk replacement <br />and the reconstruction of a settling storm drain catch basin before paving. <br />o The limits of street work were also expanded on E. Angela Street during design. <br />The additional work was also necessary to reduce the roadway cross slope <br />which was so severe that vehicles were scraping the street as they entered <br />existing driveways. This expansion required additional curb and gutter <br />replacement. <br />o Independence Drive was removed from the resurfacing project because of the <br />construction traffic associated with the Lund Ranch development. This decision <br />was made with input from residents of the Independence Drive, but after most of <br />Page 2 of 3 <br />
