All Councilmembers and Mayor Brown indicated they approve of Category 1 <br />Councilmember Balch echoed Ms. Combs's comments about BART, advised three points for the BART <br />proximity is too strong, and supported Mayor Brown's point about making it one mile from a freeway. <br />Director Clark confirmed proximity to the Iron Horse Regional Trail is factored into criterion 2(f). <br />Councilmember Balch advised his suggestions for Category 2 is to strike 2(a) and alter 2(g) to make it <br />one mile. Mayor Brown expressed support. Councilmember Narum suggested striking 2(c) instead. All <br />Councilmembers and Mayor Brown agreed with the alteration to 2(g) and striking 2(c) instead of 2(a). <br />Councilmember Balch stressed not impacting schools as much as possible and requested two points to <br />a site not impacting consistently overcrowded schools. Director Clark advised she spoke to PUSD <br />about schools with consistent over -enrollment issues to aid in the site evaluation. <br />Councilmember Arkin advised all of the schools being over capacity depends on which set of numbers <br />are being reviewed. Director Clark clarified staff looked not only at the current enrollment, but also <br />future years based on demographers' projections. <br />Councilmember Narum reported PUSD is currently down 400 attendees from the previous year. She <br />believes Lydiksen Elementary School is about to build a new classroom to account for growing <br />enrollment. Councilmember Arkin advised this is also her belief and Donlon Elementary School will be <br />the most impacted. Mayor Brown advised they need to work with PUSD as they go through the Housing <br />Element process and all Councilmembers concurred. Director Clark advised this process has already <br />started to assess both current and future impacts. <br />City Manager Fialho advised an issue with adding school impacts to the list is deciding which set of <br />numbers to use. He suggested making school impacts a policy evaluation later in the process in <br />conjunction with PUSD. <br />Councilmember Narum advised this is something they should look at more closely in the second round <br />of site evaluations. <br />Mayor Brown suggested adding proximity to jobs to Category 3, echoing Ms. Combs's public <br />comments. Director Clark advised this would be a challenging criterion to measure. Councilmember <br />Arkin noted the numbers would be even harder to ascertain now when so many people are still working <br />from home. Director Clark advised it can be built into a later round of evaluation. <br />All Councilmembers expressed support for Category 3 as presented by staff. <br />Councilmember Balch expressed support for Councilmember Testa's points about not grouping natural <br />hazard areas as one into 4(e) as disasters like floods, earthquakes, fires, come with different risks and <br />types of insurance. All Councilmembers and Mayor Brown concurred that each type of natural disaster <br />should be listed individually. <br />Councilmember Arkin requested adding criterion for the Livermore Municipal Airport noise and flight <br />path. <br />All Councilmembers and Mayor Brown approved Category 4 with the addition of a criterion for the <br />airport protection areas and one point being given to each of the perils listed under 4(e). <br />In response to Councilmember Narum, Director Clark advised criterion 5(a) about significant tree <br />removal or mitigation is challenging. She advised they cannot do tree surveys on every site so it will be <br />a qualitative assessment. She noted it was a carry-over from previous RHNA cycle criteria.
