Typically, the consideration is for roadway noise. The City Council could consider adding airport noise <br />however, airport protection zones are outside of the City's limits. Councilmember Arkin stated her <br />interest in adding airport noise as a criterion. <br />In response to Councilmember Arkin, Director Clark stated she does not have data specifying how <br />many residents of high-rises near the BART station work in Pleasanton. Councilmember Arkin <br />requested if it could be obtained. <br />In response to Mayor Brown, Director Clark stated the most expensive housing types are typically <br />detached single-family units. The term affordable is based on someone's income and not the <br />community's standard rental rates. <br />In response to Councilmember Balch, Director Clark confirmed conversions of market -rate units to <br />below -market -rate units do not count in the. RHNA inventory. She clarified the need for annexation, <br />subdivision, and master planning in certain East Pleasanton areas are things to consider as factors in <br />site selection. <br />In response to Councilmember Narum, Director Clark clarified the only sites being considered in the <br />baseline inventory are already zoned for residential usage. The Merritt property and Lester property do <br />not currently have the zoning capacity. They are potential sites for this cycle and the sites already <br />identified are those undeveloped from the current RHNA cycle. <br />In response to Councilmember Narum, Director Clark confirmed the criterion for being within one-third <br />of a mile of the BART station gives it three points. The extra weight was a suggestion by the Planning <br />Commission to focus on the opportunity of transit access, but the Council could decide differently. A <br />point was not given for proximity to the Altamont Corridor Express (ACE) train station because it is not <br />a high -frequency service. <br />Mayor Brown would like to increase the half -mile from a freeway on-ramp criterion to one mile. <br />In response to Mayor Brown, Director Clark advised historic areas are covered by having a criterion <br />around potential demolition or removal of historic buildings. There is not a defined historic district where <br />a boundary could be drawn in Pleasanton. <br />Mayor Brown advised the survey may not properly represent the City's population, noting 76% of the <br />respondents are homeowners. Director Clark noted it is a self-selected survey. <br />City Attorney Sodergren advised it is nearing 11 p.m. and the Council decided to continue the meeting <br />and finish item 20. <br />Mayor Brown opened public comment. <br />Jocelyn Combs stated the staff report indicated only 8% of Pleasanton residents work in Pleasanton, <br />resulting in thousands of people commuting daily to work in Pleasanton, creating a lot of greenhouse <br />gases. She called for looking at housing closer to jobs instead of focusing on mass transit. <br />Mayor Brown closed public comment. <br />In response to Mayor Brown, Director Clark reported HCD has provided guidance for counting <br />Accessory Dwelling Units (ADU) in this RHNA cycle where an average of the past five years' ADU <br />development can be projected forward for an estimate.
