BACKGROUND <br />Pleasanton Municipal Code Chapter 2.08 creates the office of the city manager and sets <br />forth related powers and duties. The City Council appoints the city manager. <br />Current City Manager Nelson Fialho is retiring effective November 30, 2021. <br />DISCUSSION <br />Current Assistant City Manager Brian Dolan previously worked in both the private sector <br />and for other public agencies for about 20 years before joining the City of Pleasanton in <br />2008 as Community Development Director. He subsequently expanded his role and <br />responsibilities when promoted to Assistant City Manager in 2015. <br />At its special meeting on November 2, 2021, the City Council considered the <br />appointment of Brian Dolan to the position of Interim City Manager. The City Council <br />based its decision on his administrative and executive abilities and qualifications. <br />An Employment Contract Interim City Manager is attached which provides for: <br />• annual salary of $254,095 <br />• annual contribution of 4.5% into deferred compensation account <br />• same medical, retirement medical, dental, leave, and holiday benefits of <br />Management/Confidential Employees (of which Brian Dolan was a member as <br />assistant city manager) <br />• annual vacation and administrative leave of 25 and 10 days, respectively <br />• car allowance of $400 a month or City -provided vehicle <br />• council may terminate employment as interim city manager at any time <br />• right to return to assistant city manager position <br />The compensation and benefits for Brian Dolan as Interim City Manager are generally <br />the same as those currently provided to retiring City Manager Nelson Fialho, except <br />compensation is $1,357 less. <br />Submitted by: <br />Mayor Karla Brown <br />Fiscal Review <br />J <br />Tina Olson <br />Director of Finance <br />Attachment: Employment Contract for Interim City Manager <br />
