Memo to Planning Commission, November 10, 2021, Meeting – Agenda Item 5 <br />Draft Sites Inventory – SteelWave Site (Site #28) <br /> <br /> <br />Page 2 <br /> <br />Given the different densities and status relative to City boundaries and the UGB for these various <br />properties, staff has identified them as Sites 28a (parcel located within City limits); and 28b <br />(parcels located within unincorporated Alameda County) in the analysis. <br /> <br />Note that several other parcels and areas are shown on the map submitted (labelled as Parcel H, <br />Area A 1, and Area D); the property owner’s letter indicates they are not proposed for residential <br />development at this time but would have potential interest in doing so. <br /> <br />Staff’s analysis assumes density ranges consistent with those used for the other sites. Therefore, <br />Site #28a: SteelWave (City parcel) is divided into Low/Medium Density at 8-14 du/ac and High <br />Density assumed to be 30 du/ac. Site #28b: SteelWave (County parcels) are Low/Medium <br />density assumed to be between 8-14 du/ac. Overall, the two subareas would provide 1,331 units. <br /> <br />Revised Inventory Capacity with Addition of Site 28 <br />If the SteelWave parcels were added to the original 27 initially identified sites, and all 28 sites <br />were to be included for the CEQA consideration, they would be able to conservatively <br />accommodate a total of 6,177 units, including 3,677 very low- and low-income units and 2,500 <br />above moderate-income units, as shown in Table 2. <br /> <br /> <br />1 Area A (Arroyo Lago), just east of the Village at Ironwood and City Operations Services Center is zoned Medium <br />Density Residential by Alameda County; a residential project was proposed at this location in 2017 with an <br />application to Alameda County, the application was withdrawn in 2019. <br />Table 1: Estimate of Site Capacity and Units at Various Income Levels, submitted by Steelwave/USL
