<br /> <br /> <br /> <br />MEMORANDUM <br /> <br />Date: November 9, 2021 <br /> <br />To: Planning Commission <br /> <br />From: Ellen Clark, Director of Community Development <br /> <br />Subject: November 10, 2021, Meeting – Agenda Item 5 <br />2023-2031 (6th Cycle) Housing Element Update <br />Draft Sites Inventory – SteelWave Site <br /> <br /> <br />Just prior to publication of the agenda report for Item 5, staff received a request by SteelWave, <br />on behalf of USL Pleasanton Lakes L.P. (“USL”) for consideration of several properties it owns <br />within the East Pleasanton Specific Plan area as housing sites for purposes of the Housing <br />Element update. Given the timing of the submittal, staff was not able to incorporate the site into <br />the list of sites and related analysis included in the originally published agenda report. <br /> <br />With this memorandum, staff is providing an analysis of the SteelWave site (as Site #28) as <br />proposed by USL, including the outcomes of the sites’ ranking and scoring based on the <br />approved sites selection criteria, as well as staff’s initial assessment of the site based on factors <br />such as likelihood/suitability for development, geographic distribution, and “fit” with community <br />input to date on preferred types and locations for housing development. <br /> <br />USL’s transmittal included density ranges and a site plan shown in this memorandum as Table 1 <br />and Figure 1, respectively; a follow-up letter dated November 8, 2021 is included in Attachment <br />1 of this memorandum, for reference. As shown, the owner has indicated they would like three <br />parcels to be considered for future development of housing, as follows: <br /> <br />• Two parcels located outside of the City limits, in unincorporated Alameda County. The <br />two parcels combined are approximately 118 acres in size. A part of one of the parcels is <br />located outside Pleasanton’s Urban Growth Boundary (UGB) and is proposed as a 10.82- <br />acre park. The remainder of the area, approximately 107.54 acres in size, is within the <br />UGB, and proposed for 1,015 units, at densities ranging between 8 and 15 dwelling units <br />per acre (du/ac). <br /> <br />• One parcel located within City limits, but outside of the UGB, located just east to the <br />property recently acquired by Amazon for a proposed distribution facility. This 15.6 acre <br />area is proposed to include both single family (76 units at an average density of 10 du/ac) <br />and high-density (240 affordable units at average density of 30 du/ac) housing, for a total <br />of 316 units. <br /> <br />
