He explained there are two primary tracks for those that are externally generated and internally generated. He explained when PPD investigates an alleged policy violation it not only looks at the allegation but at the totality of the situation to see if there were other policy violations. Chief Swing reported the first meeting of the Community Advisory Board (CAB) is scheduled to start on September 28th with 15 members. He noted they have a strong desire to look at crime trends, homelessness, and mental health, and use of force as their priorities moving forward. They will convene in January to establish priorities, issues, and then future initiatives. He looks forward to bringing back the Crisis Response Program and advised a multidisciplinary workgroup led by Captain Cox and Dr. Jennifer Penney from Axis was formed to evaluate options for the program. The item will be brought to the City Council in fall 2021 with a recommendation for implementation in early 2022. He is confident the program will strengthen PPD's response to those in crisis and provide options that do not currently exist that benefit the community. Chief Swing reported Assembly Bill 953 passed which mandates collection of stop data by peace officers in California. There are four waves of implementation with PPD mandatory collection beginning in January 2022 and full implementation is expected in fall 2021. PPD will be using a local application that will allow PPD to analyze data in real-time instead of waiting for data to return from the State. In response to Councilmember Narum, Chief Swing explained PPD is implementing a way to better track its community policing projects. PPD has six different patrol teams and the form that has been implemented allows PPD to better coordinate, have a single point of contact, and ensure consistent actions and communication regarding community policing projects. Councilmember Narum inquired about the program regarding crime prevention and hotels and wondered if it was going to be extended to apartments. Chief Swing said hotels were identified as an area of focus through strategy meetings and a crime prevention officer is working with hotel managers to ensure consistent communication and to develop strategies to abate those issues. There is an opportunity to do the same with apartment complexes if there is a spike in activity. In response to Councilmember Narum, Chief Swing advised there are several ways a member of the community may file a complaint or commendation about a police officer including through PPD's website and in-person at the Police Department. City Manager Fialho advised a complaint or commendation can also be submitted directly to the Human Resources Division in City Hall at 123 Main Street and the information is located on the City's website. In response to Councilmember Narum, Chief Swing explained an internally generated complaint is one where PPD believes the violation of policy occurred and an externally generated complaint is one initiated by a community member. He explained they are reviewed on a case-by-case basis as several factors determine an appropriate level of discipline. PPD is working to implement an Early Intervention System which will be able to identify concerns earlier and implement intervention strategies to ensure the quality of the service and standards for the department. In response to Councilmember Narum, Chief Swing reported AB 1506 is now implemented and requires the Department of Justice to investigate any police shootings of unarmed civilians. He reported Police Chiefs have met with the California Department of Justice and training will be conducted for Alameda County agencies soon. PPD does a tremendous amount of training beyond the State's requirements because of City Council's investment in PPD's training budget.
