Arborist Report—Gudaitis Residence, Pleasanton Page 7 <br /> January 19, 2021 <br /> City of Pleasanton Urban Tree Protection Requirements <br /> The Pleasanton Municipal Code Chapter 17.16 controls the removal and preservation of Heritage <br /> trees within the city. Heritage trees are defined as: <br /> 1. Any single-trunked tree with a circumference of 55 inches or more measured four and <br /> one-half feet above ground level; <br /> 2. Any multi-trunked tree of which the two largest trunks have a circumference of 55 inches <br /> or more measured four and one-half feet above ground level; <br /> 3. Any tree 35 feet or more in height; <br /> 4. Any tree of particular historical significance specifically designated by official action; <br /> 5. A stand of trees, the nature of which makes each dependent upon the other for survival <br /> or the area's natural beauty. <br /> Heritage trees may not be removed, destroyed or disfigured without a permit. <br /> Based on this definition, 16 trees are Protected or considered to be Heritage; 13 of these are off- <br /> site trees. The Protected status each tree is provided in the Tree Assessment exhibit. <br /> Evaluation of Impacts and Recommendations <br /> The Tree Assessment was the reference point for tree health, condition, and suitability for <br /> preservation. I used the Planned Unit Development Improvement Plan (Alexander&Associates, <br /> 1/14/21)to determine the project area and evaluate impacts to trees. The plans indicate <br /> demolition of the southern half of the lot and construction of three new single-family residences <br /> and a Proposed ADU, all with access from Diamond Court. The existing single-family home ("Lot <br /> 4") on the north end of the property at Sycamore Road is to remain. <br /> Impacts to individual trees are listed in the Tree Disposition Exhibit. Overall, based on my <br /> evaluation of impacts: <br /> • 21 trees will be removed (one tree, evergreen ash#64, is Heritage) <br /> • 20 trees can be preserved (11 Heritage) <br /> The twenty-one (21)trees listed for removal all are within the area planned for grading, except for <br /> tree#1320 which I am recommending for removal because it is dead. <br /> For the 20 trees planned for preservation, I expect impacts to range from minor to significant. <br /> Successful retention of the trees to be preserved will depend on the care with which work is <br /> performed around the trees and all parties committing to the Tree Preservation Guidelines (see <br /> page 9). <br /> • Coast redwoods#75-84 are growing behind a property line wall in the neighbor's yard to <br /> the west; construction impacts to these trees are expected to be minimal. <br /> • Trees#72 and 73, on the south side of the existing house, are also expected to <br /> experience minor to no impacts. <br /> • Impacts to off-site coast live oak#67 will be moderate to significant, because part of its <br /> canopy overhangs the area where the ADU unit will be constructed, close to the northern <br /> property line of that lot. In addition, it is located downhill from the demolition and grading <br /> area of the new lots, so there is a potential for root loss and impacts from excavation and <br /> altered drainage patterns on the subject property. <br /> • The building on the proposed Lot 3 appears close to off-site California black walnut#68. <br /> The tree leans south and is in poor condition. It will likely be adversely affected by the <br /> demolition and grading, I recommend monitoring of impacts during construction.
