The proposed project is being presented to the Planning Commission as a work session to <br /> hear the proposal and give directions to staff and applicant. No formal action will be taken on <br /> the application at this time. When the application returns to the Planning Commission for a <br /> formal hearing, the Planning Commission would then make a recommendation on the project <br /> to the City Council. <br /> The proposed development would also require an approval of tentative parcel map to <br /> subdivide the land. Although tentative parcel maps are typically reviewed and approved at the <br /> staff level, staff recommends the tentative parcel map be processed together with the PUD <br /> development plan to ensure the approvals are coordinated and consistent. <br /> BACKGROUND <br /> North Sycamore Specific Plan <br /> In June 1992, the City Council adopted the North Sycamore Specific Plan (NSSP), which <br /> guides future development in the 135-acre specific plan area. The NSSP includes residential, <br /> agricultural, and office land uses. The project site, which contains an existing residence, is <br /> identified as Lot 2 in the NSSP, and is designated Planned Unit Development - Medium <br /> Density Residential (PUD-MDR). For lots with a PUD-MDR land use designation, the NSSP <br /> allows a maximum gross density of 3.5 dwelling units per acre.
