She questioned whether above moderate-income housing at higher density, by right zoning the City loses the control of having higher than 20-percent affordable housing available, and control over the affordable income categories." Commissioner Nibert clarified the first sentence in the seventh paragraph on page 7 by adding "being coincident with BART distance criteria" to read "Commissioner Nibert mentioned earlier discussion about transit stops within one mile of a freeway onramp being coincident with BART distance criteria and felt that was sufficient and it should not be overweighted.
