Mayor Brown expressed the City's heartfelt concern for Ms. Yao and her family and offered <br />condolences for the passing of Mr. Kreycik. <br />14. Presentation of Proclamation declaring August 2021 as American Muslim Appreciation and <br />Awareness Month <br />Councilmember Arkin read a proclamation declaring August 21 as American Muslim Appreciation <br />Awareness Month and presented it to Munir Safi and the Muslim Community Center of the East <br />Bay. <br />Mr. Safi thanked the City Council and reported American Muslims have lived and contributed to <br />the community since the nation's founding. Despite uncertainties they continue to hold blood <br />drives, voting drives, highway cleanups, thrice -weekly food distribution. The center has an open- <br />door policy at Friday services, serves as a Red Cross Disaster site, hosts English as a Second <br />Language classes, and holds interfaith events. <br />Spojmie Nasiri noted she is an Afghan American and a Muslim American who has lived in <br />Pleasanton for the last 12 years. She advised the center has been at the forefront of supporting <br />refugees in many ways. <br />15. Public Comment regarding items not listed on the agenda <br />Olivia Sanwong stated she did not approve use of her name in the letter from Kevin Shenkman. <br />She believes the Downtown Specific Plan was a flawed process and felt intimidated from <br />participating in the public process. She believes a discussion regarding the Urban Water <br />Management Plan is more important and expressed support for the recycled water program. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />16. Continued from August 17, 2021 — Receive bi-annual update regarding Police Department <br />operations, services, and activities <br />City Manager Nelson Fialho introduced the item. He reported after George Floyd's death in 2020, <br />the City held a series of community workshops and provided the community an opportunity to <br />express concerns. Those discussions resulted in direction from the City Council to pursue the <br />establishment of the Police Chiefs Community Advisory Board, the issue of School Resource <br />Officers (SROs) on Pleasanton's campuses, the implementation of a Crisis Response Program, <br />and Police Chief bi-annual updates to the City Council. <br />Police Chief David Swing reported the Pleasanton Police Department (PPD) consists of two <br />divisions, Operations and Investigations. The PPD consists of 83 sworn and 35 professional staff <br />members that handled approximately 58,000 requests for service in 2020 and has maintained its <br />emergency response time of the City Council goal of under four minutes at three minutes and 43 <br />seconds. He reported the crime clearance rate is a little bit lower than the goal at 26% as <br />compared to the goal of 30%. <br />Chief Swing reported Community Policing and Community Engagement focuses on projects and <br />quality of life. Key activities in crime prevention included moving to a virtual format to host multiple <br />meetings, coordinating focused meetings including with Pleasanton's Asian and Pacific Islander <br />(API) community, a movie night outreach program at Las Ventanas, and hotel manager meetings. <br />City Council Minutes Page 5 of 16 September 7, 2021 <br />
