8.4 Compensatory Time Off (CTO) <br />Employees may be compensated for overtime worked either by monetary payment or by <br />compensatory time off, at the option of the employee. Compensatory time shall accrue at <br />the rate of one and one-half (1-1/2) times the overtime hours worked. Compensatory time <br />off which accrues in excess of eighty (80) hours must be liquidated by monetary <br />payment. All monetary payments for overtime must be paid not later than the next <br />biweekly payroll following the pay period in which the overtime was worked. Utilization <br />of compensatory time off shall be by mutual agreement between the Department Head <br />and the employee. Upon termination, the employee shall be paid for their unused <br />compensatory time. Overtime shall not be assigned on the basis of employee's choice of <br />monetary payment or compensatory time off. <br />Employees may, twice per year, be paid for all accrued and unused compensatory time, <br />up to an amount not exceeding eighty (80) hours per calendar year. Said payment shall <br />be made on the first pay day in June and on the first pay day in December. Written <br />requests for payment must be made by the employee fifteen (15) days in advance of the <br />first payday in June and December. <br />8.5 Bilingual Pay <br />Effective the first full pay period after July 1, 2014 (July 5, 2014), the City will establish <br />a Bilingual Pay program. The City agrees to pay a premium of fifty dollars ($50.00) per <br />pay period to employees with bilingual skills, who occupy positions where the City has <br />determined said skills are necessary or desired to serve the Pleasanton community. <br />Qualifying languages for bilingual assignment include: <br />• Spanish <br />• Mandarin <br />• Any foreign language as determined by the City <br />• American Sign Language (ASL) <br />Upon written recommendation of the Department Head, Human Resources may approve <br />a bilingual assignment once the employee has undergone appropriate testing and been <br />certified as bilingual. The City reserves the right to terminate a bilingual assignment <br />when it is determined that the need for such assignment no longer exists. <br />Section 9. Standby Time <br />Standby time is that amount of specific and predetermined time that an employee is <br />required to be on call in addition to the normal work day and shall be compensated at a <br />rate of pay equal to twenty (20) hours of pay for each seven (7) day period spent on <br />standby. The hours of daily standby duty for water division employees and sanitary <br />sewer division employees shall be 3:30 p.m. to 7:00 a.m. The requirement that <br />-13 - <br />
