Delegation of authority. The ORRO provides jurisdictions with the option to grant <br />enforcement authority over several of its provisions to agencies specified in the ORRO. <br />The delegation of authority will cover Commercial and Multi -Family Generators as well <br />as Edible Food generators. For the Commercial and Multi -Family Generators, WMA will <br />provide education and outreach on behalf of the City as well as conduct enforcement <br />and assess fines. For the Edible Food generators, WMA and the ACDEH will provide <br />education and outreach materials to food generators and compliance monitoring will be <br />conducted during the regular inspection duties. The City must ensure that all households and businesses <br />have organics and recycling collection services. This activity does not require in-person <br />inspections. Leveraging the experience and systems that WMA has developed for the <br />Mandatory Recycling Ordinance enforcement, WMA has offered to be the lead in <br />enforcing the provisions of service requirement for commercial and multi -family <br />generators. The City, in coordination with Pleasanton Garbage Service will be <br />responsible for enforcing this requirement for single-family homes. <br />Page 5 of 8 <br />
