BACKGROUND <br /> On March 23, 2016, the Planning Commission recommended City Council approve <br /> PUD-99, a Planned Unit Development (PUD) application by Ponderosa Homes II, Inc. to <br /> construct 19 single-family homes located on an approximately 9-acre site at 1851 Rose <br /> Avenue. On May 3, 2016, City Council approved PUD-99 and adopted Ordinance <br /> No. 2142. <br /> On May 25, 2016, the Planning Commission approved an application by Ponderosa <br /> Homes II, Inc., for Vesting Tentative Map 8317, consistent with the PUD development <br /> plan for this site. <br /> On August 15, 2017, City Council approved Final Map 8317, the Subdivision <br /> Improvement Agreement, the Off-Site Improvement Agreement, and the <br /> Reimbursement Agreement for the subdivision. <br /> On June 19, 2018, City Council accepted the off-site sanitary sewer and water <br /> infrastructure improvements associated with the subdivision and authorized <br /> reimbursement of costs to Ponderosa Homes II, Inc. <br /> DISCUSSION <br /> Proposed Improvements and Maintenance Responsibility <br /> Ponderosa Homes II, Inc., constructed homes on Lots 1-16 within Tract 8317. Homes <br /> on a remainder parcel at the west end of Rose Avenue were not constructed, but the <br /> PUD approval allows for a future phase containing a cul-de-sac and an additional three <br /> lots once the adjacent driving range ceases operation and a second subdivision map is <br /> processed and recorded. Parcel C, where the cul-de-sac will reside, was dedicated to <br /> the City but was rejected until the roadway improvements are constructed. <br /> The current phase of development constructed Leah Lane and Melinda Way, as well as <br /> an extension of Lynn Drive and Rose Avenue (all public streets). The sanitary sewer, <br /> water, and storm drain facilities within these streets will be maintained by the City. The <br /> bioswales for stormwater treatment located on Parcel A and within the Rose Avenue <br /> public right-of-way will be maintained by the homeowners association established by <br /> Ponderosa Homes II, Inc.
