Sites Criteria (Categories 2) — Proximity to Modes of Transportation
Commissioner Allen suggested an overweight of three to five points for BART due to CAP
input, implications that have come up, neighbor feedback, keeping traffic on the outskirts, and
the benefit to new residents moving in.
Commissioner Pace agreed to focusing on overweighting BART. He discussed the differences
between Altamont Corridor Express (ACE) train and BART and questioned whether it should
be included. Ms. Clark stated ACE was not included due to its infrequent service. She stated
the focus was on more frequent service such as bus or BART. Commissioner Pace asked if
ACE would be designated differently by the State. Ms. Clark discussed the State's criteria
regarding transit and reduced parking requirements, which would include ACE. Commissioner
Pace stated he did not want to exclude ACE and then the State determine it should be
included. Ms. Clark stated she did not foresee that happening and discussed other rounds of
screening and sensitivity around historic resources, parking and building height, and other
reasons high density around Downtown might not be as desirable. She stated the State
recognized that the City should determine the most appropriate locations for housing.
Chair Brown stated the State was not auditing the process, rather the sites and targets by
criteria. Ms. Clark explained that a site within a transit station with existing zoning could be
eligible for certain concessions under state law.
Commissioner Pace stated he was disinclined to include ACE unless necessary to satisfy
RHNA.
Chair Brown mentioned Commissioner Allen's request for 3-5 points for BART and asked
whether Criteria 2a, 2b, and 2c together would provide three points. Ms. Clark explained that
2c. was related to bus rather than BART, therefore, the Commission would have to add
another BART -specific criteria for extra credit for proximity to BART. Ms. Hagen clarified that
anything within a third of a mile from the Dublin/Pleasanton BART station received some credit
because there was a bus stop as the BART that qualified for Criteria 2c and 2d.
Commissioner Allen concurred with Commissioner's Pace suggestion to include anything
within a quarter of a mile of BART. She requested efforts to keep traffic on the perimeter of the
City and suggested adding a new criterion 2g)' for being within three-quarters of a mile from a
freeway onramp. City Traffic Engineer Mike Tassano provided an example of a quarter mile
distance at JDEDZ and that it would likely not capture many additional sites dues to the typical
parcel/ROW conditions around freeways ramps. Conversely, he stated three quarters of a
mile was a very large distance. He explained why the transit stop was reduced. Commissioner
Allen asked if the Commission thought there should be two criteria for BART proximity,
one-third and two-thirds of a mile, or one-half and three-quarters of a mile.
Chair Brown stated he did not feel strongly enough that two additional points were necessary.
Commissioner Gaidos proposed three-quarters of a mile for 2a) and a mile and half for 2b). Mr.
Tassano referenced the proposed distances and reasoning for the proposed criteria.
Commissioner Gaidos stated Pleasanton BART stations straddle two different cities.
Commissioner Gaidos was in favor of two points for proximity to freeway onramps.
Excerpt: Draft Planning Commission Minutes, August 25, 2021 Page 5 of 7
