ATTACHMENT 1 <br />RESOLUTION NO. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, <br />APPROVING AMENDMENTS TO THE DOWNTOWN SPECIFIC PLAN RELATED TO <br />THE ACTIVE GROUND FLOOR USE OVERLAY <br />WHEREAS, on August 20, 2019, City Council voted to adopt a revised Downtown <br />Specific Plan and associated amendments to the Pleasanton Municipal Code, inclusive of <br />establishing the Active Ground Floor Use Overlay in downtown Pleasanton; and <br />WHEREAS, on March 2, 2021, upon recommendation from the Planning Commission, <br />City Council directed staff to schedule the Active Ground Floor Use Overlay for discussion by <br />City Council; and <br />WHEREAS, on June 1, 2021, City Council discussed the Active Ground Floor Use <br />Overlay and directed staff to: (1) modify the Downtown Specific Plan and Pleasanton Municipal <br />Code regarding the overlay such that an increased proportion of a multi -use tenant space be <br />dedicated to active uses; (2) draft related clarifying language as it relates to the overlay; and (3) <br />solicit feedback from key stakeholders including the Pleasanton Downtown Association and the <br />Chamber of Commerce regarding the possible amendments; and <br />WHEREAS, on July 13, 2021 and July 14, 2021, staff presented potential changes to <br />policies in the Downtown Specific Plan and the Pleasanton Municipal Code to the Pleasanton <br />Downtown Association and the Chamber of Commerce, respectively; and <br />WHEREAS, on July 28, 2021, the Planning Commission held a duly -noticed public <br />hearing and considered relevant exhibits, recommendations of the City staff, received testimony <br />from the public, and provided a favorable recommendation, with changes to staff's <br />recommendation, regarding the proposed amendments to the Downtown Specific Plan; and <br />WHEREAS, the proposed amendments are exempt from the California Environmental <br />Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3). <br />NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br />PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br />SECTION 1. City Council finds that the proposed amendments to the Downtown <br />Specific Plan are consistent with the Goals and Policies of the Pleasanton General Plan. <br />SECTION 2. The City Council approves a Specific Plan Amendment as shown on the <br />attached Exhibit A. <br />SECTION 3. This resolution shall become effective 60 days upon its passage and <br />adoption on September 7, 2021. <br />SECTION 4. City Clerk shall certify to the passage of this resolution and enter it into <br />the book of original resolutions. <br />PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at <br />a regular meeting held on September 7, 2021. <br />
