3. How is space such as restrooms, a shared utility closet, or a conference room in
back accounted for in the active versus non-active percentage?
This would likely have to be evaluated on a case-by-case basis, depending on
the nature of the uses, the space involved, etc. Ultimately, staff will be
assessing whether the intent of the policy is met with a visible, functional active
use occupying the majority of the space.
4. What does an acceptable point-of-sale system look like? Could it be only a
person's phone or a would it require physical desk or station?
Most businesses with a retail focus will likely continue to operate with some sort
of a desk or station for their salesperson, just as a practical matter. Since staff
will be relying on the complete set of information provided by the business owner
(i.e., a floor plan, business narrative, etc.) to make the assessment as to whether
or not it meets the intent of the policy, staff doesn't think it makes sense to be
prescriptive on this front, particularly since technology and business protocols are
evolving and will continue to do so.
Number of Multi -use Tenant Spaces
Aside from Iron Horse Real Estate, how many of Pleasanton's existing ground floor -
facing tenant spaces on Main Street currently have multiple uses in the one leasable
site ?
The City has not had to review this specific aspect of operations. Therefore, the City
does not any data to provide, beyond the one known example (Iron Horse Real Estate)
that is formally considered to be multiple uses in a single tenant space.
New Ground Floor Businesses
What are examples of new businesses that were added to the ground floor along Main
Street since the beginning of the pandemic (i.e., March 2020)?
The Planning Division approved Zoning Certificates for 12 new businesses on the
ground floor along Main Street since the beginning of the pandemic. However, of these
12, seven are "new" businesses (the remaining five were change of owner/restaurant
name); please reference Table 1. There were approximately 50 Zoning Certificate
approvals for other uses on the second floor or where a business added a technician
(e.g., adding a stylist to an existing hair salon) since March 2020.
