THE CITY OF <br />PLEASANTON. <br />lei <br />CITY COUNCIL AGENDA REPORT <br />September 21, 2021 <br />Community Development <br />Planning Division <br />TITLE: CONSIDER APPLICATIONS FOR: 1) MINOR SUBDIVISION APPROVAL <br />TO SUBDIVIDE AN APPROXIMATELY 1.67 -ACRE PARCEL INTO TWO <br />PARCELS MEASURING APPROXIMATELY 21,986 SQUARE FEET <br />(PARCEL A) AND APPROXIMATELY 49,951 SQUARE FEET (PARCEL B); <br />2) PLANNED UNIT DEVELOPMENT (PUD) DEVELOPMENT PLAN <br />APPROVAL TO RETAIN THE EXISTING HOME AND RELATED <br />IMPROVEMENTS ON PARCEL B AND CONSTRUCT A TWO-STORY <br />HOME AND RELATED SITE IMPROVEMENTS ON PARCEL A AT 2215 <br />MARTIN AVENUE; AND 3) APPROVAL OF A GROWTH MANAGEMENT <br />ALLOCATION. <br />SUMMARY <br />The applicant, Terry Townsend, is proposing to subdivide an existing parcel into two <br />parcels to allow for the retention of the existing home and site improvements on one <br />parcel (Parcel B) and construction of a new detached, single-family home on a second <br />parcel (Parcel A). Although the subject lot is part of a previously approved PUD, it does <br />not have an approved PUD development plan, which is necessary to establish <br />development standards and uses for any further development of the lot, and which <br />requires review and a recommendation by the Planning Commission to City Council for <br />action. A Minor Subdivision application is reviewed and approved at staff -level, but in <br />this instance is being processed concurrently with the PUD application. A Growth <br />Management Allocation is also required for the new residential unit. The Planning <br />Commission, at the July 14, 2021 public hearing, recommended approval of the project <br />subject to conditions of approval. The item is now before the City Council, who may <br />approve, approve with conditions, or deny the applications. <br />PLANNING COMMISSION ACTION <br />On July 14, 2021, the Planning Commission, on a 5-0 vote, recommended approval of <br />the applications based on the project analysis and PUD considerations and subject to: <br />requiring the sidewalk improvements along the project frontage be completed prior to <br />occupancy of the new home. The Planning Commission also recommended the City <br />expedite work to connect the sidewalk along the frontage of 3520 Dennis Drive. The <br />Conditions of Approval are provided in Attachment 1. Find the project is exempt from environmental review pursuant to the California <br />Environmental Quality Act Guidelines (CEQA), <br />
