property owners were provided to the Commission. These neighboring property owners <br />were not opposed to the applications themselves but expressed concern about the lack of <br />a complete sidewalk on the east side of Dennis Drive. <br />A condition of approval for the adjacent PUD -97 (3520 Dennis Drive / 2201 Martin <br />Avenue) required the property owner to dedicate to the City sufficient area to widen <br />Dennis Drive in front of 3520 Dennis Drive to include a 28 -foot -wide street with a five- <br />foot wide monolithic sidewalk. Although the property owner dedicated the land and <br />deposited funds with the City to allow the widening in the future (determined at the time <br />by the City to have fulfilled the Condition), the actual improvements to the Dennis Drive <br />frontage have not yet been completed (see Figure 1). <br />At this time, these frontage improvements would need to be completed as a <br />construction improvement project (CIP) — however, this project is not included in the <br />current CIP, and would rely on the Council agreeing to fully fund the CIP project, since <br />due to construction cost escalation over the past 15 years there is a shortfall of funds <br />between the amount contributed by the original applicant, and the current costs. <br />Fiaure 1: Aerial View of I <br />lete Sidewalk <br />Similar to the adjacent property, the property owner for the applications under review <br />will be required to dedicate area for widening Dennis Drive along the property frontage; <br />however, in this instance the project would be conditioned for the applicant to implement <br />the widening on the City's behalf. <br />After discussing the need to have a completed sidewalk along the eastside of Dennis <br />Drive, the Planning Commission unanimously approved a motion recommending: <br />Page 3 of 9 <br />
