BACKGROUND <br /> The Utilities Division of the Operations Services Department is responsible for the <br /> operations and maintenance of the City's sewer and storm systems. The systems' <br /> infrastructure includes 245 miles of sewer pipe, 6,032 sewer manholes, 195 miles of <br /> storm pipe, 4,222 storm manholes, and 8,226 storm inlets, which require cleaning and <br /> inspection to ensure proper operation. All pipeline inspected is to be rated per the <br /> National Steel and Shipbuilding Company (NASSCO) Pipeline Assessment Certification <br /> Program (PACP), and manholes per the NASSCO Manhole Assessment Certification <br /> Program (MACP). The NASSCO certification program is the industry standard that is <br /> used to identify cracks, laterals, corrosion, offset/sags, and roots. These inspections <br /> allow Engineering and Operations staff to understand what is needed to maintain the <br /> pipelines and plan for future CIP projects. <br /> Contracting certain services allows for operations and maintenance tasks to be <br /> prioritized based on available staff, project work, regulation requirements, and customer <br /> needs. Contracting Closed Circuit Television (CCTV) and inspection services for <br /> planned and emergency work allows for greater flexibility to meet operations, <br /> maintenance, and project needs. The as-needed service agreements would support <br /> unscheduled work such as Engineering projects, storm events, and large-scale sanitary <br /> sewer overflows. In addition, these contractors can clean and inspect large diameter <br /> pipe which is currently beyond Utilities' Division staff's capability. <br /> DISCUSSION <br /> Utilizing as-needed service agreements allows staff to authorize the work and to have it <br /> completed in a timely manner as compared to formally bidding each small project. <br /> When utilizing the as-needed service contractors to perform a task, staff will contact the <br /> appropriate contractor(s), to procure a scope of services and request a quote for those <br /> services. Based on contractor availability and pricing for the task, staff will then <br /> authorize the selected contractor to proceed with the work and the costs will be applied <br /> against the not-to-exceed limit of the agreement. <br /> As part of the bid process, all as-needed contractors provided labor and equipment <br /> rates, mark-up percentages, and their Department of Industrial Relations (DIR) number <br /> prior to agreement execution. In addition, as a condition of the agreement, each <br /> contractor will provide the required certificates of insurance and a City of Pleasanton <br /> business license number. <br /> Staff recommends entering into four as-needed agreements not to exceed $500,000 per <br /> agreement with Presidio Systems Inc., Pro-Pipe Inc., Pipe Plant Solutions Inc., and <br /> National Plant Services Inc. for Sewer/Storm flushing and CCTV services. <br /> Page 2 of 3 <br />
