12 <br /> THE CITY OF <br /> - - -'' CITY COUNCIL AGENDA REPORT <br /> pLEASANTON <br /> September 21 , 2021 <br /> Operations Services <br /> TITLE: APPROVE AS-NEEDED SERVICE AGREEMENTS FOR UTILITIES - <br /> SEWER / STORM FLUSHING AND CLOSED CIRCUIT TELEVISION (CCTV) <br /> SERVICES WITH PIPE AND PLANT SOLUTIONS INC., PRESIDIO <br /> SYSTEMS INC., PRO-PIPE INC., AND NATIONAL PLANT SERVICES INC. <br /> IN THE NOT-TO-EXCEED AMOUNT OF $500,000 PER AGREEMENT FOR <br /> A THREE-YEAR TERM <br /> SUMMARY <br /> The City's Utilities Division is responsible for the operation and maintenance of the <br /> City's sewer and storm systems that include 245 miles of sewer pipe, 6,032 sewer <br /> manholes, 195 miles of storm pipe, 4,222 storm manholes, and 8,226 storm inlets that <br /> require cleaning and inspection to ensure proper operation. The Utilities Division is <br /> requesting to enter into as-needed agreements with experienced licensed contractors to <br /> provide supplemental flushing and project specific Closed-Circuit Television (CCTV) <br /> services of the sewer and storm lines for the Utilities Division and other City <br /> departments. <br /> A Request for Bids for CCTV cleaning and inspections services was distributed on <br /> August 4, 2021. Four contractors were selected to provide as-needed sewer or <br /> stormwater CCTV and inspection services for planned and emergency work and to <br /> assist other City departments on projects. Staff recommends the City enter into a three- <br /> year agreement with an option to extend the agreement for two (2), one-year terms, not <br /> to exceed five years total with the following contractors: Presidio Systems Inc., Pro-Pipe <br /> Inc., Pipe Plant Solutions Inc., and National Plant Services Inc. These as-needed <br /> services allow the City the flexibility to utilize the most competitively priced and <br /> responsive contractor as projects and emergencies arise. <br /> RECOMMENDATION <br /> Approve and authorize the City Manager to execute agreements with Presidio Systems <br /> Inc., Pro-Pipe Inc., Pipe and Plant Solutions Inc., and National Plant Services Inc. The <br /> compensation per agreement shall not-to-exceed $500,000 for the three-year term. <br /> FINANCIAL STATEMENT <br /> The contracted services are primarily funded in the Repair and Replacement Funds <br /> associated with the Sewer Enterprise Fund 43442201-440105 that is budgeted for <br /> $1,000,000 for FY 2021/22 and FY 2022/23, and the Annual Storm Repair and <br /> Replacement CIP 22415 that is funded for $125,000 for FY 2021/22, FY 2022/23, and <br /> FY 2023/24. <br />
