BACKGROUND <br /> The Utilities Division of the Operations Services Department is responsible for the <br /> operations and maintenance of 20 potable and one recycled water reservoir in its <br /> service area. These reservoirs need to be inspected and cleaned to maintain water <br /> quality and to meet the American Water Works Association (AWWA) standard D101-53 <br /> that states all reservoirs are to be inspected every five years. The inspection verifies the <br /> condition of the tank's internal coating and identifies any structural issues before they <br /> become severe. The reservoirs are cleaned during the inspections to maintain a low <br /> level of turbidity in our potable water. The inspections include recorded footage to help <br /> Engineering staff flag issues with the internal coating and any structural repairs needed. <br /> These inspections allow staff to plan for tank coating CIP projects and minimize <br /> emergency repairs. The repairs that are included in this contract are usually minor to <br /> help mitigate larger issues from arising. <br /> Contracting certain services allows for operations and maintenance tasks to be <br /> prioritized based on available staff, project work, regulation requirements, and customer <br /> needs. Contracting the reservoir inspection, maintenance and repair to reputable <br /> contractors ensures the work is performed by certified divers that have the experience <br /> and certifications necessary to complete the services competently. In addition, the <br /> contractors perform most of this work while the tanks are in service which prevents <br /> interruption to our customers. <br /> DISCUSSION <br /> Utilizing as-needed service agreements allows staff to authorize the work and to have it <br /> completed in a timely manner as compared to formally bidding each small project. <br /> When utilizing the as-needed service contractors to perform a task, staff will contact the <br /> appropriate contractor(s), to procure a scope of services and request a quote for those <br /> services. Based on contractor availability and pricing for that task, staff will then <br /> authorize the selected contractor to proceed with the work and the costs will be applied <br /> against the not-to-exceed limit of the agreement. <br /> As part of the bid process, all as-needed contractors provided labor and equipment <br /> rates, mark-up percentages, and their Department of Industrial Relations (DIR) number <br /> prior to agreement execution. In addition, as a condition of the agreement, each <br /> contractor will provide the required certificates of insurance and a City of Pleasanton <br /> business license number. <br /> Staff recommends entering into two as-needed agreements not to exceed $150,000 per <br /> agreement with Catalyst Diving Inc. and CSI Services Inc. for reservoir cleaning, <br /> inspection, and repairs. These as-needed contractors will be valuable partners meet <br /> inspection schedules and ensure that water quality and proper storage is maintained in <br /> the City's water distribution system. <br /> Page 2 of 3 <br />
