THE CITY OF 11 <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTON_ <br /> September 21, 2021 <br /> Operations Services <br /> TITLE: APPROVE AS-NEEDED SERVICE AGREEMENTS FOR UTILITIES — <br /> RESERVOIR INSPECTION, CLEANING, AND REPAIRS WITH CATALYST <br /> DIVING INC. AND CSI SERVICES INC. IN THE NOT-TO-EXCEED AMOUNT <br /> OF $150,000 FOR EACH AGREEMENT FOR A THREE-YEAR TERM <br /> SUMMARY <br /> The City's Utilities Division is responsible for the operation and maintenance of 20 <br /> potable and one recycled water reservoir in its service area. These reservoirs require <br /> inspection and cleaning to maintain water quality and to meet the American Water <br /> Works Association (AWWA) standard D101-53 and to plan for future Capital <br /> Improvement Projects (CIP). The Utilities Division is requesting to enter into as-needed <br /> agreements with experienced licensed contractors to perform yearly reservoir <br /> inspections, cleaning, and repairs. <br /> A Request for Bids for Reservoir inspection, cleaning, and repair services was <br /> distributed on August 4, 2021. Two contractors were selected to provide as-needed <br /> reservoir inspection, cleaning, and repair services to ensure that the Utilities Division <br /> inspects all reservoirs per the five-year schedule. Staff recommends the City enter into <br /> a three-year agreement with an option to extend the agreement for two (2), one-year <br /> terms, not to exceed five years total with the following contractors: Catalyst Diving Inc. <br /> and CSI Services Inc. These as-needed services allow the City the flexibility to utilize <br /> the most competitively priced and responsive contractor as projects and emergencies <br /> arise. <br /> RECOMMENDATION <br /> Approve and authorize the City Manager to execute agreements with Catalyst Diving <br /> Inc. and CSI Services Inc. The compensation per agreement shall not exceed $150,000 <br /> for the three-year term. <br /> FINANCIAL STATEMENT <br /> The contracted services are primarily funded in the Repair and Replacement Funds <br /> associated with the Water Enterprise Fund 42442101-440105 that is budgeted for <br /> $1,200,000 for FY 2021/22 and FY 2022/23. <br />
