BACKGROUND <br /> Quarry Lane and Serpentine Lane are located just south of Valley Avenue, and the two <br /> roadways are part of Valley Business Park - a 60-acre business and light industrial park <br /> which also includes professional offices and neighborhood commercial. <br /> The storage of vehicles on these two roadways is an increasing problem. What started <br /> as an occasional trailer or recreational vehicle has grown into numerous trailers, large <br /> trucks and recreational vehicles. Police enforcement has provided limited benefit, as the <br /> large vehicles would leave the area for a short time only to return a few days later. The <br /> Valley Business Park's Board of Directors and Property Manager contacted the City to <br /> request a more permanent solution. <br /> DISCUSSION <br /> Staff reviewed the roadways and recommends installation of the, "No vehicles over 20 <br /> feet in length" parking restriction. This restriction is already in place on the adjacent <br /> roadways of Boulder Street and Boulder Court and the restriction has proven effective in <br /> eliminating vehicle storage on those two roadways. <br /> Signs were posted at the entrances to the business park to notify the businesses of the <br /> proposed change to the parking. Staff also sent postcards to each business on Quarry <br /> Lane and Serpentine Lane and the feedback received was supportive of the restriction <br /> from nearly everyone that responded. Two business owners (one on Serpentine Lane <br /> and one on Quarry Lane) expressed concern for the installation, as each business, <br /> upon occasion, needs to park larger vehicles on the roadway overnight. The business <br /> on Serpentine Lane has enough parking behind the building to park larger vehicles, but <br /> sometimes needs to leave early in the morning. Out of respect for the neighbors that <br /> back up to the Valley Business Park, the business owner parks on the street the night <br /> before. Similarly, the business on Quarry Lane upon occasion loads larger vehicles with <br /> equipment to be used the following day and parks the vehicle on the roadway in the <br /> evening. <br /> To address the short-term parking needs of these two businesses, staff recommends <br /> installation of "4-hour parking" on the street adjacent to 1057 Serpentine Lane and 1228 <br /> Quarry Lane.
