THE CITY OF <br /> III ; m �. <br /> 21211 I r n <br /> LEASANTON© <br /> MEMORANDUM <br /> Date: July 28, 2021 <br /> To: Planning Commission <br /> From: Ellen Clark, Director of Community Development <br /> Melinda Denis, Planning and Permit Center Manager <br /> Shweta Bonn, Senior Planner <br /> Subject: July 28 Planning Commission Meeting <br /> Agenda Item 3: Active Ground Floor Use Overlay (AGFUO) <br /> Planning Commission: <br /> Staff is providing this memo to all Commissioners to summarize questions received <br /> from one commissioner, and staffs corresponding responses. <br /> Similar Requirements in Other Jurisdictions <br /> Do other jurisdictions such as Danville or Los Gatos have a requirement in place for <br /> multi-use tenant spaces? <br /> Staff has not found any jurisdictions that have precisely the same requirement as <br /> Pleasanton's policy with respect to multi-tenant spaces; however, some jurisdictions do <br /> make some accommodation for this type of situation in their land use regulations: <br /> The Town of Danville has updated its ordinance to add a "blended use," allowing retail <br /> uses to have 25 percent of some other type of use without having to incur any additional <br /> parking in lieu fees. <br /> Danville also processes land use permits on a case-by-case basis to non-retail uses in <br /> the downtown core, provided it is a business that will bring people to its downtown to <br /> make multiple trips (e.g., fitness, personal service, etc.). <br /> Danville plans to commence update of its Downtown Master Plan and Beautification <br /> Plan and staff expects to maintain retail, restaurant, and personal uses in the downtown <br /> core. <br /> Although not specifically related to multi-use tenant spaces, the following is related to <br /> land use requirements in downtowns, and with respect to active uses, in Livermore, Los <br /> Gatos, San Rafael, and Concord: <br /> - The City of Livermore's Downtown Specific Plan identifies various subareas for <br /> its downtown, each of which have a unique list of permitted and conditionally <br /> Page 1 of 5 <br />
