BACKGROUND <br /> The Utilities Division is responsible for the maintenance, repair, and replacement of the <br /> City's water, sewer, and storm systems. One of the primary pieces of equipment used to <br /> excavate is a construction backhoe to remove asphalt, dirt, and pipe. The current <br /> backhoe (unit #322) is a twenty-three-year-old 1998 Caterpillar and has experienced a <br /> variety of mechanical issues over its lifespan and is scheduled for replacement as part <br /> of the City's twenty-year replacement plan. To date, unit#322 has 2,162 hours of use <br /> and a total of$20,434.85 has been spent on maintenance. <br /> Most construction backhoes have a useful life of 20 years and/or 5,000 hours of use. <br /> Due to the age of this unit and ongoing repair costs, staff is proposing the replacement <br /> of this unit, which will also help meet the California Air Resource Board (CARB) diesel <br /> powered regulations. <br /> DISCUSSION <br /> The proposed replacement unit provides new features such as four-wheel drive, <br /> upgraded safety lights, load sensing hydraulics, and a C3.6 engine that meets the <br /> Environmental Protection Agency (EPA) Tier 4 Final/EU Stage V emissions standards <br /> for CARB compliance. <br /> The City contacted Sourcewell, formerly known as National Joint Powers Association <br /> (NJPA), which was established with the statutory purpose to assist public agencies in <br /> meeting specific needs which are more efficiently delivered cooperatively than by an <br /> entity individually. Sourcewell clients can utilize cooperative purchasing contracts <br /> through similar joint powers, intergovernmental cooperation, or cooperative purchasing <br /> laws in their respective jurisdiction. Participating agencies include all eligible <br /> government, education, and nonprofit agencies nationwide and in Canada.
