BACKGROUND <br /> The City's Library and Recreation Department and Police Department coordinates with <br /> unhoused individuals on services and resources available for homeless residents. The <br /> 2019 Point in Time count recorded 70 homeless individuals in Pleasanton and there <br /> have been encampments on City property. Currently, the Operations Services <br /> Department has a contract in place with PSC Industrial Outsourcing, LP (dba <br /> HydrochemPSC) to respond to situations such as containing and cleaning up major <br /> spills of hazardous materials on City streets or waterways and the closure of homeless <br /> encampments. <br /> DISCUSSION <br /> An additional service agreement will support the police department in efforts to keep <br /> unhoused individuals safe and healthy by clearing waste and debris and preventing <br /> pollution. The existing agreement with PSC Industrial Outsourcing, LP primarily pertains <br /> to hazardous waste removal as well as emergency response services whereas this <br /> agreement emphasizes homeless encampment clean-up to include working with law <br /> enforcement, clearing vegetation when needed, and documenting and inventorying <br /> personal items, in addition to waste removal. <br /> Staff conducted outreach including individual invitations to respond to the request for <br /> qualifications to sixteen (16) entities with suspected possession of the necessary <br /> qualifications. Twelve (12) responses with qualifications were submitted and staff from <br /> Police, Code Enforcement, Environmental Services, and Library and Recreation <br /> reviewed and scored all twelve responses and invited four (4) entities for interviews. The <br /> chosen contractor is expected to perform the following functions: <br /> • Work with staff to ensure that encampments are clear prior to commencing <br /> clean-up <br /> • Provide all labor, supplies and materials to complete work and meet regulation <br /> standards <br /> • Dispose of waste and hazardous materials using proper storage and transport <br /> • Collect, catalogue, and transport all items that are not subject to disposal to the <br /> Operations Services Center. <br /> The organizations interviewed were PSC Industrial Outsourcing, LP, CleanHarbors Inc., <br /> U.S. Ecology, and ACTenviro. The candidates were asked to describe their experience <br /> cleaning encampments; experience coordinating with government agencies; experience <br /> with challenging and emergency services; and their fee structures and billing practices. <br /> Staff recommends executing a contract with PSC Industrial Outsourcing, LP because of <br /> their thorough experience in encampment clean-ups and their successful track record <br /> with the Operations Services Department. <br /> Submitted by: Fiscal Review: Approved y: <br /> kill‘-- <br /> Heidi Murp Tina Olson Nelson Fialho <br /> Director of Library and Recreation Director of Finance City Manager <br /> Attachments: <br /> 1.
