THE CITY OF 9 <br /> CITY COUNCIL AGENDA REPORT • <br /> pL£ASANTON& <br /> September 7, 2021 <br /> Library and Recreation <br /> TITLE: APPROVE AN AS-NEEDED SERVICES AGREEMENT WITH PSC <br /> INDUSTRIAL OUTSOURCING, LP IN THE AMOUNT OF $70,000 <br /> ANNUALLY TO PROVIDE HOMELESS ENCAMPMENT CLEAN-UP <br /> SERVICES <br /> SUMMARY <br /> The City seeks a contractor to manage homeless encampment clean-up services as <br /> needed. Staff solicited qualifications for this service by posting on the City portal and <br /> sending directly to entities that would potentially have the experience and equipment to <br /> safely clean, haul, and dispose of debris, or record and store personal property. Twelve <br /> entities provided qualifications and representatives from Police, Code Enforcement, <br /> Environmental Services, and Library and Recreation ranked qualifications and the top <br /> four scores were invited for interviews. <br /> RECOMMENDATION <br /> Approve an As-Needed Services Agreement with PSC Industrial Outsourcing, LP in the <br /> amount of$70,000 annually to provide homeless encampment clean-up services. <br /> Authorize the City Manager to enter into a two-year contract, starting September 8, <br /> 2021, with a not to exceed amount of$140,000 for the two-year contract term, and, <br /> upon mutual agreement of both parties, to extend this contract for three (3) additional <br /> one-year terms with a not-to-exceed annual maximum of$70,000. <br /> FINANCIAL STATEMENT <br /> Appropriations for this contract are included in the annual Library and Recreation <br /> Department budget. No additional appropriations are required, and there will be no <br /> increase to net City cost. <br />
