IN THE AMOUNT OF $519,120 FOR THE LIVERMORE PLEASANTON FIRE DEPARTMENT FIRE TRAINING TOWER REPAIRS PROJECT, CIP NO. 21458 SUMMARY This project consists of structural repairs and replacement of protective fire tiles to resume live fire training at the Livermore Pleasanton Fire Department (LPFD) Fire Training Tower. The project will also include additional concrete repairs to complete recommended maintenance of the building to extend its useful life. Bids were received on August 10, 2021, and staff recommends award of the construction contract to the lowest responsible bidder, Ashron Construction and Restoration, Inc. (Ashron), in the amount of$519,120 for the base bid plus the bid additive for the Fire Training Tower Repairs Project, CIP No. 21458. The cost of the repairs will be shared between the City of Pleasanton and City of Livermore. RECOMMENDATION 1. Approve the plans and specifications, review the bids received, and award a construction contract for the project to Ashron Construction and Restoration, Inc. of Galt, CA, for the base bid plus bid additive, in the amount of$519,120. 2. Authorize the City Manager to enter into the construction contract. 3. Authorize the Director of Engineering to approve and execute contract change orders for a contingency amount not-to-exceed $75,530 (approximately 15 percent). 4. Appropriate $420,000 from the General Fund — Capital Improvement Program Reserve (CIPR), to the Fire Training Tower Repairs Project, CIP No. 21458. FINANCIAL STATEMENT Project funding totals $230,000, with $31,456 expended to date. The total estimated project expenditure is $650,000, leaving a project shortfall of$420,000. Staff recommends the appropriation of$420,000 from the General Fund — Capital Improvement Program Reserve (CIPR), as outlined in the recommendations above, to complete funding for this project. The funding and anticipated project expenditures are detailed in Attachment 1. The cost of the repairs will be shared between the City of Pleasanton and City of Livermore, the extent to which has not yet been determined. It is anticipated the City of Pleasanton will advance the funding and seek reimbursement from City of Livermore following completion of the project.
