THE PUBLIC HEARING WAS OPENED Applicant Tim Sbranti thanked staff and the community for their support. He provided a brief introduction to the project. Architect Michael Goldsworthy provided comment and highlighted some of the modifications made based on comments from the Commission during the April 14, 2021 Work Session. Father Niko Bekris expressed gratitude for the opportunity and thanked the Commission. Scott Raty provided his support of the project and thanked and complimented staff on the project. He referenced his previously submitted correspondence from the April 14, 2021 Work Session and provided his continued support of the project. Steve Van Dorn, Pleasanton Chamber of Commerce, provided his support for the project. Petros Xides provided his support for the project. He stated he felt the church would serve as a permanent home for the culture and faith community. Yianna Theodorou provided her support of the project. She referenced cultural events and the value of service. Tom Wright discussed his church in the community and indicated support for the proposed project. Applicant Guy Houston expressed appreciation for the Planning Commission's discussion of use of the kitchen; and discussed the functioning well to be used for landscaping; trees along Dublin Canyon; and notification and outreach to the neighbors. He discussed the distance of the property to the east from the proposed church. THE PUBLIC HEARING WAS CLOSED Commissioner Allen asked about wedding events and referenced Page 8 of 15 which indicated weddings and receptions could go from 12 p.m. to 11 p.m. with anticipated attendees of 250. She questioned whether headlights would impact the neighbors. Mr. Houston confirmed that the tree density, house siting and distance from the Otto's property line would reduce light impacts, and that large evening events that would cause people to drive and park at the far end of the lot would be rare. He stated he felt strongly that it was a non-issue. Ms. Hagen confirmed that the second page of the written narrative indicated occasional wedding and baptism ceremonies could go until 11 p.m. Commissioner Allen requested the applicant work with the neighbor to ensure all concerns were rectified; the applicant agreed to do this. Commissioner Morgan inquired about the landscape architect conditions to modify the plans to incorporate native oak trees and native shrubs. Ms. Hagen confirmed the proposed plantings and indicated efforts would be made to incorporate additional native species. Commissioner Allen expressed excitement about the project and the benefit to the community and commended the applicant and church for working with staff and the neighbors to reach Planning Commission Minutes Page 8 of 10 July 14, 2021 g special event approval; parking overflow; use of well or City water; and tree removal. Ms. Hagen discussed the 350-person number, which was chosen since it was above the largest projected congregation size, and parking requirements and use for larger events. She discussed the option to use of well water for landscaping. She presented a visual of the proposed tree removal due to conflict with the driveway and utility infrastructure and poor health. She discussed the undergrounding of utilities between the parking lot and right-of-way. Chair Brown stated he had no questions and as previously mentioned he believes the applicant has done a nice job addressing the concerns raised during the April 14, 2021 Work Session.
