EXHIBIT B <br /> Spring Music Academy and Heritage School <br /> PURPOSE <br /> Applications for Conditional Use Permit (CUP) to operate a heritage school and a <br /> music school with a maximum of 50 people (students and teachers combined) in <br /> each program at any time. <br /> LOCATION <br /> 4811 Hopyard Rd, Suite G7, Pleasanton, 94588 <br /> INTRODUCTION <br /> Spring Music Academy (SMA) is an existing business at the subject tenant space <br /> since 2018. It provides musical instructions to students in Pleasanton and Tri- <br /> Valley. SMA now wishes to expand its capacity from the current 20 to a maximum of <br /> 50. <br /> Additionally, SMA wishes to start a heritage school and a summer program with a <br /> maximum capacity of 50 people (students and teachers combined) at any one time. <br /> TENANT SPCE <br /> SMA tenant space includes the following: <br /> • 5 classrooms <br /> • 9 music instrument practice rooms <br /> • 1 break room <br /> • 2 restrooms <br /> • 1 supply room <br /> • Lobby area <br /> Please see Attached Figure 1 for floor layout. <br /> OPERATIONS <br /> Spring Music Academy offers the following three programs: <br /> 1. Music School for Musical Instrument instructions (Year-Round) <br /> 2. Heritage School for students in Grades 1-9th(During School Year) <br /> 3. Summer Camp Program <br /> 1. TRAFFIC IMPACT FEES: Traffic Engineering may monitor trip generation during <br /> preschool operation at the project site, as warranted. Should Traffic Engineering <br /> observe additional trips during its observations in the PM peak hours, the City Traffic <br /> Engineer may require the applicant to pay for a trip generation "after study" to be <br /> completed by the City's on-call transportation consultant. If the trip generation "after <br /> study" is reflective of the applicant's narrative dated "Received" on July 12, 2021 on file <br /> with the Planning Division, no further action will be needed. If the trip generation is <br /> greater than what was stated in the narrative, the applicant shall be required to pay the <br /> City's Traffic Impact Fees associated with the additional trips upon receipt of a written <br /> notice from the City and/or have their use permit brought back to Planning Commission <br /> for subsequent review (Project Specific Condition) <br /> P20-0596 Planning Commission <br /> Page 3 of 4 <br />for the <br /> proposed use would be consistent with the City's ability to regulate zoning as <br /> listed in Chapter 18.124 of the Municipal Code. In addition, the Planning <br /> Commission finds that, as conditioned, the proposed use will comply with all <br /> Page 7 of 8 <br />mmission for possible <br /> mitigation measures (Exhibit A) Possible mitigating conditions could include reducing the <br /> number of children, modifying the arrival/departure times, etc. <br /> Traffic and Circulation <br /> The subject site is located at the northeast corner of the intersection of Hopyard Road and <br /> Stoneridge Drive.
