BACKGROUND <br />The City of Pleasanton requires all development to mitigate traffic impacts generated by <br />their projects. If the development significantly changes the size or type of development <br />from what is shown in the General Plan, then the project developer is required to fund a <br />TIA to determine the change in impact to the circulation network and identify possible <br />mitigations. <br />The City of Pleasanton has used on call transportation consultants for the past 20 years <br />to conduct traffic modeling and complete TIA reports. The TIA is funded by the <br />developer, but the contract and project management is conducted by the City of <br />Pleasanton. This allows the City to work directly with the transportation consultant to <br />ensure that all of the elements of the TIA are addressed prior to the final report. <br />DISCUSSION <br />The cost of a TIA can range between $5,000 and $100,000 depending on the size of the <br />project, with most TIA reports costing approximately $30,000. Over the past 10 years, <br />the total annual expenditure on transportation consultant work has averaged $100,000 <br />per year. Most of this work was in the completion of TIAs and City -related on call <br />transportation consultant service. <br />A slightly larger number of TIAs were necessary over the last few years, as well as <br />additional City of Pleasanton projects, which has resulted in the on-call contracts <br />reaching the $500,000 aggregate maximum in a 4 -year period instead of the anticipated <br />5 -year period.
