An action plan <br />and cost analysis have not been conducted for this activity, as it does not relate directly to SB 1383 <br />implementation. This subsection is provided for informational purposes only to describe bills, if passed, that may <br />impact SB 1383. It is critical that the City continue planning for SB 1383 as it is currently written, and assume the <br />requirements will not change, as it is not guaranteed whether any of the below bills will pass. For informational <br />purposes, three bills that relate to SB 1383 implementation include 4: <br />Figure 22: Proposed 2021 Legislation Highlights <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />4 Updated as of June 15, 2021. Bills are subject to change throughout the legislative session. <br />AB 1027 and AB 734 did not pass in the Assembly by the required 2021 deadline, but may be considered in 2022 as two-year <br />bills. SB 619 passed in the Senate on May 20, 2021, and is set for hearing in the Assembly Committee on Natural Resources <br />in June 2021. <br />SB 619 (Laird) <br />This bill would, between Jan. 1, 2022 and Jan. 1, 2023, protect jurisdictions from being <br />assessed SB 1383 penalties by CalRecycle if the jurisdiction has made a "reasonable <br />effort" toward compliance. <br />AB 1027 (Seyarto)** <br />This intent bill would extend compliance dates for organic waste regulations (AB 341, AB <br />1826, and potentially SB 1383) for one year due to COVID-19. <br />AB 734 (Garcia) ** <br />This bill would revise the SB 1383 edible food recovery goal (20% of currently edible food <br />recovered for human consumption) to also specifically include recovery for animal or <br />livestock consumption.
