StopWaste and the County have already begun <br />these efforts. City & County Feb – Jul 2024, <br />2029, 2034 <br />3.8.2 Performance-Based Compliance Approach <br />SB 1383 includes an alternative compliance option for certain requirements, the “Performance-Based Compliance <br />Approach,” as described in Article 17 of the regulations. HF&H conducted an analysis on the viability of this <br />approach as part of the Action Planning process. It was determined that this approach is not viable for the City <br />due to the strict standards that are unlikely to be met and the lack of substantial programmatic or cost benefits <br />to the City at this time. <br />3.8.3 Tri-Valley Coordination <br />As recommended throughout this Action Plan, coordination with the County and StopWaste will be critical the <br />City’s successful SB 1383 implementation. However, there are unique needs for the Tri-Valley area, and it is <br />recommended that the City also remain in close collaboration with neighboring jurisdictions to leverage the <br />resources closest to the City. The City has begun meeting with Dublin, Livermore, and San Ramon monthly to <br />discuss SB 1383 implementation. It is recommended that the City plan to continue these monthly meetings <br />throughout the implementation process and on an on-going basis to ensure alignment. The associated costs and <br />staffing for these meetings are anticipated to be minimal, and are included in the “Other” section of the cost <br />analysis, included in Section 4. <br />
