<br /> <br />DRAFT – June 15, 2021 | Page 45 <br />THE CITY OF PLEASANTON <br />SB 1383 ACTION PLAN <br />2021 ─ 2025 <br />3.7 Reporting and Recordkeeping <br /> <br />3.7.4 Infrastructure Needs <br />Given the large volume of data and multiple stakeholders (PGS, City program staff, Code Enforcement, City <br />Attorney’s Office, Purchasing, StopWaste, County, consultants, etc.), it is recommended that the City utilize a <br />cloud-based software platform to enhance efficiency of the reporting process. Recyclist, and other companies, are <br />in the process of developing software solutions that encompasses SB 1383 requirements. PGS is currently using <br />the Tower software system required by the Franchise Agreement. Integration of software systems for <br />recordkeeping and reporting will be crucial, and it is recommended that the City continue close communication <br />with PGS on any software updates and the timeline for integration. <br />3.7.5 Budgetary and Staffing Implications <br />The City has two main staffing options for recordkeeping and reporting – it may either utilize City staff or outsource <br />reporting to a third party. Based on conversations with City program staff, it is recommended to use a hybrid of <br />these two options, and utilize a consultant to work with the City staff to establish the process and provide training, <br />with the City Management Analyst conducting the data entry. The time needed for establishing and managing the <br />reporting process is extensive, and it is recommended that the City hire an additional Management Analyst for <br />this task (among other tasks). The cost analysis assumes use of a cloud-based reporting software to help mitigate <br />risk and facilitate an efficient process. StopWaste is in conversations with Recyclist to determine whether a <br />discount may be available if all of the Member Agencies sign up for the service. Depending on the results of that <br />conversation, this would be an added advantage of selecting Recyclist software and aligning with the regional <br />approach.
